本文对东北区能源利用情况进行了多方面的考察:第一,分析了东北区总体
能源利用情况和工业部门的能源利用情况,通过能源消费量,能源消耗强度,能
源消费结构和能源消耗弹性系数四个指标考察近15年的能耗变化情况;通过东
北区与全国平均能耗水平的比较,以及东北区三省内部的比较,明确东北区工业
能耗的现状
第二,利用DEA-SBM模型对东北区工业分行业的全要素能源效率进行了测
算;并测算了各工业行业的能源强度,对行业能源依赖程度进行评价;最后以行
业能源利用效率和能源依赖程度为依据,对行业的能源利用情况进行了评价,并
据此得出东北区工业行业能源利用的类型特征
第三,选取指标和模型对东北区各地级市的工业全要素能源效率进行了测
算,并测算了各市的工业能源强度,以工业能源利用效率和能源依赖程度为依据,
将地级市分成四种类型,并对个每类城市的能源利用情况特征进行了总结。最后
根据结论提出相应的对策
研宂表明,东北区能源利用利用效率不断提高,能耗量增速放缓,但能耗总
量依然较大,工业主导特征明显。制造业能耗量占主体地位,且有上升趋势,电
力、燃气及水的生产和供应业能源利用效率偏低,采矿业的能源利用效率提高最
快。装备制造业整体能源利用情况较好;纺织服装、医药制造业、农副食品加工
业等轻工业能源效率有待提高;而大部分重工业行业能源浪费比较严重,节能潜
力较大。沈阳、哈尔滨、大连、长春、吉林等综合性城市对能源的依赖度较低,
重工业支柱型城市、资源型城市能源利用效率低

ABSTRACT
Energy is the driving force of human society&39;s progress and development.In
recent years,As energy problem and environment problem more and more
serious, and the economic development of our country enters the new normal,
transformation of the mode of economic development and improve the efficiency of
energy utilization is also inevitable choice.The northeast area is our country&39;s old
industrial base,in recent years, its economic development of energy demand is
growing, with energy consumption from the environmental problems have become
increasingly prominent, the depletion of resources,the Northeast economic structure
Transformation has entered a critical period, energy saving,improve energy efficiency
has become a top priority.
In this paper, the energy utilization in the northeast region has been investigated
in many ways.Firstly,this paper analyzes the northeast area overall energy utilization
and energy utilization situation of industrial sector, with the total energy consumption,
energy consumption structure, energy consumption intensity and energy consumption
elasticity coefficient of four indicators investigating the change of energy
consumption of nearly 15 years,through the comparison of northeast area and the
national average energy consumption levels, as well as internal comparison of three
provinces in northeast area, clear the current situation of the northeast industrial
energy consumption.
Second,the total energy efficiency of industrial sub-sectors in Northeast China
was measured by DEA-SBM model. The energy intensity of each industry was
estimated and the energy dependence of the industry was evaluated. Finally, the
energy efficiency and energy dependence of the industry were , The industryfs energy
use was evaluated, and thus derived from the northeastern region of the industrial
sector, the type of energy use characteristics.
Thirdly, the index and model are used to calculate the total energy efficiency of
the whole industry in the northeastern cities, and the industrial energy intensity of

the heavy industry industry energy waste is serious,and have a large energy saving
potential.Shenyang, Harbin, Jilin and other comprehensive cities rely less on energy
dependence, heavy industry pillar cities and resource-based cities have low energy
efficiency.

第1章绪论
1.1研究背景
(1)我国经济发展进入新常态,转变经济发展方式,提高能源利用效率势
在必行
能源是人类社会进步与发展的动力,近年来,随着能源问题及其带来的环境
问题越来越严重,如何提高能源利用效率,降低环境污染,实现经济的可持续发
展,己成为各国亟待解决的问题。中国作为世界最大的发展中国家,一直以来都
是能源生产和消费大国,尤其是在能源消耗方面,中国已成为世界能源消耗量最
多的国家。一方面我国经济发展进入新常态,发展方式从粗放型增长转向质量效
率型集约增长,传统的依赖大量能源消耗的经济发展方式急需改变。另一方面我
国尚处于工业化阶段,工业又是我国最大的能源消费行业,能耗总量短期内不会
减少,因此,要降低能源消耗,转变经济发展方式,只能依靠提高能源利用效率,
实现能源利用“质”的提高
(2)东北区是我国的重工业基地,经济发展对工业依赖度高,节能降耗压
力更大
东北区是我国工业的摇篮,拥有着关系国民经济命脉和国家安全的重点产
业,振兴东北老工业基地战略实施十年多来,节能减排和环境保护取得了积极成
效。然而,由于偏资源型、传统型、重化工型的产业结构没有从根本上得到改变:
产业结构中,重工业占比过大。以辽宁为例,最新数字表明,全省规模以上企业
中,重工业的企业数、资产、主营业收入、利税分别占了 71.8%、86%、81%、
80.4%;部分城市资源枯竭转型艰难。全国划定的69个资源枯竭型城市中,东
北占了 21个。东北区依然存在重工业重,能源依赖性强,结构技术老化等问题
在经济“新常态”背景下,东北地区经济下行压力增大,经济增速连续两年垫底,
出现“新东北现象”,东北的经济转型仍然处
