首先,通过阅读大量国内外文献,对本文所涉及的集团化采购和电子采购的理论
研究和应用现状进行了综述
其次,运用有关理论对中信戴卡集团化采购现状进行了分析,指出了其中存在的
组织机构不科学、采购流程不完善、业务过程效率低、采购管理有缺失等主要问题,
并为此提供了优化目标
再次,运用相关理论对中信戴卡的集团化采购进行针对性优化。包含组织机构的
调整、采购流程的优化、通过电子采购对业务流程进行优化、通过电子采购对定价和
供应商的管理优化、对定价策略和供应商的选择策略优化等
然后,对采购系统在实施集团化采购和电子采购过程中遇到的困难和优化的实
施保障进行了详细的描述,包括信息化系统对接的支持、子公司的支持,制度和流程
的支撑等,为中信戴卡提升集团化采购管理水平提供了基础和动力
最后,对本文提出的集团化采购优化方案进行了总结。优化方案的实施,可为中
信戴卡在提升管理水平、提高采购效率、降低采购成本和加大监管力度等方面带来改
善,提高企业的经营效益

Abstract
CITIC Dicastal co., LTD. (hereinafter referred to asCITIC Dicastal ) is the world&39;s
largest aluminum wheel manufacturing enterprise. In the past 3 years, CITIC Dicastal
established subsidiaries in Ningbo, Qinhuangdao, Changchun and Chengdu, Procurement
of these subsidiaries is responsible for CITIC Dicastal procurement system, and hope to
with the help of e-procurement to strengthen the management and support of centralized
procurement. This paper basing on this, according to CITIC Dicastal as research object,
pointing out the existing problems and providing solutions, to implement the application of
e-procurement in centralized procurement mode, provide reference for Auto parts group
enterprises.
Firstly, this paper outlines the research and application situation of centralized
procurement and e-procurement.
Secondly, this paper describe the company’s conditions of centralized procurement at
present. It points out the problems of unscientific organization, imperfect of procurement
process, low efficiency of business process, lacking of procurement management. A goal to
optimize is presented in this paper.
Thirdly, this paper puts forward a scheme to optimize the company’s centralized
procurement, including adjustment of organizational structure, procurement process
optimization, business process optimization by e-procurement, price and suppliers
optimization by e-procurement, pricing strategy and suppliers selection strategy
optimization and so on.
Fourthly, this paper describe a detailed description of security of optimization in the
implementation of centralized procurement and e-procurement process, including the
support of information system docking, the support of subsidiaries, the support of system
and process, providing the basis and motivation for the promotion of CITIC Dicastal
centralized procurement management.
Finally, this paper summarize the optimization scheme of centralized procurement. The
optimization of the implementation of the program, can bring significant improvement forAbstract
