本文的研究初衷,由政府提出的建筑企业做大做强,集团化要求为背景,鉴于企业
做大做强需要保持持续的盈利,而物资采购管理是影响建筑企业获利的首要因素。因此,
本文作者挑选最具代表性的建筑细分专业中的机电安装企业,首先介绍了中外学者对采
购管理模式的研究成果,通过引入采购管理的相关理论,打下了后续研究的学术基础。
接着,以SIEG公司为背景,通过分析其传统混合制采购模式的采购体系、运行状况及
存在问题,结合SIEG公司向分散采购战略转型之契机,剖析分散采购的优势,对混合
制采购模式缺陷的补足及对应的实施策略。然后,通过对SIEG公司分散采购管理模式
的实施效果分析,得出SIEG公司实施集团化管控下的分散采购模式是成功的这一结论。
笔者通过自身供职企业转型,观察到一部分超大规模的建筑企业集团在经历了若干
年的混合制采购模式后,规章制度、员工意识已趋成熟,正向分散制过渡。希望以SIEG
公司为例,将研宄成果与正经历集团化转型的机电安装企业分享,为其物资采购管理体
系创设、优化提供借鉴。进而推动我国建设企业的快速健康发展,以呼应国际社会政府
采购模式演变进程,吸引后人对该领域进行研究探索。

The Transformation and Reconstruction of the Purchase Mode in
Electromechanical Installation Group CO.,LTD.
Based on the Case of SIEG
Abstract
This research based on the background which was proposed by the government that
construction enterprises need to expand the industrial chain then turn to enterprise group. The
authors state that business expansion needs to maintain sustained profitability,and material
procurement management is the primary factor affecting the electromechanical installation
enterprise profit. With the introduction and absorption of domestic and foreign research
results, the author studies relevant theories of procurement management which lay the
academic foundation of follow-up study. The author taking SIEG company as the
case,through the analysis of the traditional mixed procurement system, operation status
and existing problems, combined with the SIEG company pilot decentralized
procurement system, analyzes the advantages of decentralized procurement and the optimal
decentralized procurement model. Finally,through the effect analysis of
decentralized procurement management mode in SIEG, we can draw a conclusion that the
model is successful.
Through tiie transformation of Shanghai Installation Engineering CO.,LTD. to Shanghai
Installation Engineering Group CO., LTD. The author observed a few large scale construction
groups has used the mixed procurement system for several years, the related rules and
regulations, sense of business ethics has become mature, and their purchase mode is transiting
to decentralized procurement system. The author hopes to take SIEG as an example for
sharing the research achievements with the Electromechanical installation enterprises that in
group transformation process. The research achievements may could be the references
for setting or optimizing their procurement management system.
My ultimate goal,I say, is to promote the rapid and healthy development
of construction enterprises; echo the international government procurement mode
evolution process and attract other study to explore this field.
