目前,随着电力体制改革的不断推进,企业面临着人才培养的巨大挑战,现有
培训体系已经无法跟上企业发展的速度,尤其是在实施企业战略以及深化国有
企业改革的重要时刻。无论是对企业的经营管理还是安全生产,建设高效率高
水平的员工队伍都是不可或缺的一部分。具体而言,企业应该采取怎样的战略
来提升企业员工的工作能力,使员工能力与其个人发展相吻合,与其所在岗位
需求相匹配,并且与企业的核心战略相统一,都已成为亟需探索与研究的热点
为解决人才培训与岗位需求相匹配的问题,本文特别针对专业技术人员岗
位深入研究了广东电网公司的培训体系。论文包含六个部分:其中,第一部分
是胜任力和员工培训理论概述;第二部分是专业技术人员培训体系现状分析;
第三部分是基于胜任力的专业技术人员培训体系的诊断和分析;第四部分是专
业技术人员培训体系优化策略;第五部分是专业技术人员培训体系优化策略的
实施保障;第六部分是研究结论与研究展望。论文结构按照要素分析—体系诊
断—策略形成—实施保障—结果展望的逻辑形成
本文采用科学规范的研究方法,以胜任能力模型理论为指导方向,通过行
为事件访谈、问卷调查、文献研究等有效的方法,结合电力企业实际,提炼了
专业技术人员胜任力关键要素,并结合关键要素对现行使用的培训体系应用现
状进行了调查和分析,概括总结了培训体系中知识体系、教材体系、评价体系
三方面存在的问题,给出了构建在胜任素质模型基础上的专业技术人员培训系
统优化策略和具体的实施建议,并制定了优化方案实施的保障措施
本文研究形成的培训体系优化方案使得公司分析培训需求更为精准、培训
规划实施更为合理、培训经费使用更具效用、培训评价结果更具价值。后期将
通过知识体系在培训策划中应用、教材体系在培训实施中应用、评价体系在绩
效管理中应用等方式,真正实现培训环节各层级的深度结合,达到培训促绩效
的目的,促使公司实现绩效目标,更推动电力行业培训达到效益最大化

Abstract
With the development of economy and the progress of the society, the competition between
enterprises is no longer rely on abundant material resources as well as advanced production
technology, but rely more on human resource competition, which is talent competition. In recent
years, GPGC push forward the implementation of talent thriving enterprise strategy; practically
strengthen education and training work; further study the systematic method and the effective
mechanism of cultivating the ability of employees; and construct training evaluation system with
the characteristic of the Grid and an unprecedented development has been made on the enterprise
training work. At present, with the advancement of electric power system reform, Enterprises
face the great challenge of talent cultivation. The existing training system has been unable to
adapt to the pace of enterprise development, especially in deepening the reform of state-owned
enterprises and promoting the implementation of enterprise strategy, staff team construction of
enterprise has played a more important role in safety production and management. How to
continuously enhance the employees’ job roles and competence through training, to unify the
employees’ ability and enterprise strategy, to match it with job requirements and career
development become an essential question to explore.
To solve the problem of matching talent training and the job requirements, in this thesis,
professionals training system of GPGC is studied. The thesis is divided into six parts. The first
part is the introduction to the theory of competency and staff training, the second part is the
present situation analysis of GPGC professionals training system, the third part is diagnosis and
analysis of GPGC professionals training system, the fourth part is the optimization strategy based
on the post competency quality of GPGC professionals training system, the fifth part is the
implementation safeguard of the GPGC professionals training system optimization strategy, and
the sixth part is the research and conclusion prospect. The structure of paper according to the
logic form as the factor analysis, system diagnosis, strategy formulation, implementation security
and results prospection, this thesis aims at forming a set of training system based on competency
model.
To optimize and construct a set of training system based on competency model which more
conforms to the requirements of the enterprise development, this thesis adopts scientific and
standardized research methods, based on competency model theory, through literature study,

enterprise, refines key elements of professionals competency. And with these key elements, this
thesis investigates and analyzes the use of the existing training system, and problems existing in
the knowledge system, teaching material system and in the evaluation system. And proposes the
implementation advice and optimization strategy of professionals training system GPGC on the
basis of competency quality and makes safeguard measures of the optimization plan
implementation.
In this thesis, the optimization plan of the training system makes the company training
needs analysis more accurate, training plan implementation more reasonable, training expense
more effective and the training evaluation results more valuable. Hereafter, through application
of the knowledge system in training plan, application of the teaching material system in training,
evaluation system applied in the performance management and so on, to link all levels of training,
to achieve the goal of training and promote performance, to make the company achieve
performance targets, and to promote the training of the electric power industry to maximize
benefits.
