因此，如何在企业管理过程中及时有效的控制风险，为项目顺利实施奠定基础，
就成为了国内外研究的热点。本文在总结借鉴已有的研究成果基础上，从施工单
位角度出发，对施工管理过程中所采取风险控制措施的优劣进行研究和分析，根
据不同施工阶段的工程特点，一方面借助常规风险管理方法管理常见工程问题，
另一方面，对潜在特殊风险采取特殊管理方式进行风险管理和控制，最终达到控
制风险的目的。提高施工单位在工程项目管理过程中的风险控制能力，继而达到
降低损失，提高收益，促进企业健康发展的目的

在具体实施环节，本文采用层次分析法定性识别出地铁项目施工管理过程中
的潜在风险因素，同时采用专家打分法，对地铁项目管理经验丰富的相关专家、
一线工人进行问卷调查，对地铁项目风险要素作了定量分析，通过对反馈文件的
数据分析，对风险要素的重要性作出评价，以便研究施工过程中如何做好风险识
别和控制，进而进行有针对性的风险管理。在具体实施控制措施环节采用 PDCA
管理循环工作方法，对风险要素进行有效的控制

本文根据项目风险的来源和成因，将风险类型进行了细分，并针对自然风险
和人为风险提出具体风险应对措施，而随着技术的进步，风险要素的辨识方法也
应该与时俱进。随着技术的进步，越来越多的新工艺、新方法开始运用到施工过
程中，新的风险随之而生，风险要素的辨识方法也应该与时俱进

Abstract
For enterprises have a stronger market competitiveness, it is necessary to avoid the
risk factors in the management process. So, how various risk factors arising in the
course of enterprise management effective control, has become a hot research of
domestic and overseas. This paper summarizes the results of reference on the basis of
existing research, from the perspective of the construction unit, the study investigated a
series of measures for controlling risk construction management implementation
process which carried out the pros and cons, according to the project in phases, sub-time,
sub-site implementation Features, taking the conventional means of risk control at the
same time, the risks that may exist in different periods key type of approach to
overcome and control, and ultimately to control risk. Make clear that how the
construction unit in the management process for controlling project risks , aims at
reducing losses ,increasing profits, and enhancing the market competitiveness of
enterprises purposes.
In a particular embodiment aspect, this paper experts, front-line workers, project
experience, for construction management of risk factors in designing a questionnaire to
study the construction management process of how to control the risk through data
feedback file analysis, important risk factors It was evaluated, and then targeted project
risk management. In specific aspects of implementation of control measures adopted
PDCA management cycle working methods of the risk factors for effective control.
According to the sources and causes of project risks, risk types had broken down,
and the risks for natural and man-made risks were described in detail how to control,

1 绪论
随着城市化的不断加速，土木工程建设领域得到了长足发展，特别是地铁、
轻轨等城际铁路的蓬勃发展，给土木工程建筑企业带来了良好的发展机遇。然而，
在城市交运快速发展的背景下，机遇与挑战并存。虽然施工企业有更多的机会参
与项目建设，但是项目本身开发周期长施工工艺复杂的特点也使得其开发建设过
程中存在难以预料的风险，如何有效控制风险，提高企业竞争力，成为了施工企
业亟待研究的问题。风险管理的有效性对项目的顺利开展执行和实现是十分重要
的。所以，需要在工程项目建设之前，首先对项目可能存在的风险作有效评估，
从而对施工过程中的风险及时防控，促进施工项目顺利开展，同时帮助施工企业
赚取更多的利润

本文站在施工企业的立场，以 XX 企业项目实施过程中的风险识别和防控为
例，针对施工过程中可能遇到的风险进行如何识别和管理进行研究。首先，对施
工管理过程中，各个阶段所面临的多种不同类型风险进行识别，发现风险因素并
找出施工过程中的主要工程风险。其次，通过专家打分法、层析分析法等风险识
别和管理方法对这些因素的相对重要性进行评估。最后，在识别、评估的基础上，
针对不同施工时期的实际风险状况，给出相应的风险防控管理办法，以切实提高
风险管理水平，加强对项目风险控制，减少投资的损失，提高项目经济及社会效
益。
