本文从食品安全监管相关基本概念出发,展示了近年来发生在本省本市的食品安全
事件,全面分析当前食品安全问题的特点和食品安全问题频发的深层次原因,在充分调
查研究的基础上对沈阳市食品安全监督体系现状进行了系统归纳,分析沈阳市食品安全
监督体系存在的诸多不足的,并提出了具体的改进建议。本文首先对国内外学者关于食
品安全的有关研究进行了理论总结,采纳了“全社会共同参与食品安全监督的思想,从
经济、传统、监督体制、道德等方面分析了食品安全问题出现的原因,并全面介绍了沈
阳市食品安全监督体系中,行政监管体制和社会监督等方面的现状,指出了目前沈阳市
食品安全监督体系存在的问题,最后从建立一些具体工作机制以最大程度发挥各方面监
督力量的角度提出了改进的建议。

Analysis of food safety supervision system in Shenyang City
and improved countermeasures
Abstract
As China enters a moderately prosperous society,the problem of food and clothing is no
longer troubled people, the quality and safety of food concern has to meet basic survival
needs to gradually shift the foodFrequent in recent years, a variety of international and
domestic food safety issues,is not only a serious threat to human health,but also affect the
further development of the food industry. In order to eventually find a fundamental strategy to
solve the ills of the food safety, a comprehensive and objective analysis of the reasons for the
problems of the current food safety and to fully integrate the various forces of the current
food safety supervision in the region is necessary.
This paper, starting from the basic concepts of food safety supervision,狂 city in the
province in recent years,food safety events,Comprehensive analysis of the characteristics of
the current food safety issues and food safety issues frequent deep-seated reasons.On the
basis of full investigation and study,summarized the current situation of food safety
supervision system in Shenyang City,analysis of food safety supervision system in Shenyang
City, the presence of many inadequacies, and put forward specific recommendations for
improvement. This paper first theoretical summary of the domestic and foreign scholars on
food safety,and adopted the idea of the whole society to participate in the food safety
supervision ,analysis of the reasons for the problems of food safety in terms of economic,
traditional, monitoring system, ethics,and a comprehensive food safety supervision system in
Shenyang City,the administrative regulatory regime and social supervision and other aspects
of the status quo,and pointed out the problems of food safety supervision system in Shenyang
City.Finally, suggestions for improvement from the establishment of specific working
mechanism and maximize all aspects of supervision power point.
