本文在分析 H 公司动力车间应用 TPM 体系改变设备管理模式的现状的
基础上,得出了动力车间的 TPM 体系目前存在阻碍提高设备综合效率的严
重问题的结论。为此,本文应用详实的数据,结合定性与定量分析,分析了
影响 H 公司动力车间设备综合效率的主要因素,有技术上的因素,也有管理
上的因素。分析了 TPM 与 OEE 相互促进的关系,在此基础上,立足于 H 公
司动力车间的实际情况,从完善 TPM 体系活动、故障管理、设备维护技术
和信息系统构建、及制度的完善等几个方面提出了有助于提高 H 公司动力车
间设备综合效率的对策。

Abstract
In the competitive landscape of economic globalization, how to improve the
investment returns and service efficiency of equipment assets and reduce
production cost are issues which every enterprise should carefully face. Total
productive maintenance (TPM) has been proved to be a successful equipment
management model in the global scope. TPM takes equipment maintenance and
management as the entry point. Through the independent preservation activities
with all staff actively participation and continuous improvement process of dribs
and drabs, it helps to establish the mechanism to nip in the bud and play an
important role in reducing production cost, improving comprehensive efficiency
of equipment (OEE), improving operating management of enterprise and
enhancing the competitiveness of enterprise. As a key national antibiotics
production base and the country’s large one class pharmaceutical enterprise (H
enterprise for short), Harbin pharmaceutical group general pharmaceutical
factory strategically brings in TPM equipment management system. The
powerhouse of H enterprise, as the first unit to initiate the TPM system,
established brand new and more scientific and reasonable equipment
management modes. The establishing of TPM equipment management mode
provides an effective method for improving the comprehensive efficiency of
equipment and brings some visible and invisible profits, for example, all staffs’
mental attitude. But there are still some problems and shortages and great
potential need to be explored in improving the comprehensive efficiency of
equipment.
Based on the study of the basic theory of TPM, the article makes an in-depth
analysis and research of the construction and application modes of TPM system
in powerhouses of H enterprise. In combination with the actual situation of
powerhouses, it makes an analysis of the overall equipment efficiency (OEE). At
the same time, it effectively and selectively analyzes the key factors that affect
the comprehensive efficiency of the equipments, discussed the inner relationship
between TPM and OEE and the problem of how to use OEE to promote TPM
implementation effects in dynamic workshop. Finally, it analyzes some problems
