本文首先介绍哈尔滨 N 公司和所在行业的基本情况,并详细分析公司研
发所面临的外部环境:①国家和地方创新环境,②集群研发设计创新网络,
③企业研发专家和外部支持,和内部环境:①资金支持和人力资本支持能力,
②研发设计创新过程管理能力,③研发设计创新工具和方法使用,④研发设
计创新成果转化能力。同时运用 Design Alas 工具对公司内部研发水平进行了
系统的测评,分析了公司在设计规划、设计过程、设计资源、设计人、设计
文化五个管理方面的优点和不足。然后,给出了针对的研发策略,“加强过程
意识培养和过程工具使用”和“引进团队解决问题方法建立内部创新人才培
训体系”。最后评述了策略的实施和效果反馈。对哈尔滨 N 公司的研发策略
研究可以供国内的其他中小型高科技企业参考。

Abstract
With the advancement of technology and global business conditions mature,
more and more small and medium-sized high-tech enterprises have been matured
and developed. Due to the limitations of the resources and scale, SMEs cannot
invest the same lot of resources funding the training of personnel and R & D
investment as many big companies, thereafter, R & D strategy of choice becomes
even more important for SMEs. Harbin N Company, as a typical small and
medium-sized high-tech companies located in Harbin High-Tech Development
Zone, faces the same R & D strategy selection problem, despite of relatively
leading advantage in some market segments.
This paper first introduces the overview of Harbin N Company and the
industry, analyzes the external R&D environment: 1) national and local
innovation environment, 2) cluster R & D and design innovation networks, 3) R
& D experts in company and external support, and internal R&D environment: 1)
capital and human resource support capabilities, 2) R & D and design innovation
process management capacity, 3) research and design of innovative tools and
methods, 4) R & D, design innovation, transformation and implementation
capacity, faced by the company in detail, while using of the Design Alas tools to
evaluate the company's internal R & D level in the design and planning, the
design process, design resources, designer, and the design culture, five aspects of
the advantages and shortcomings. Then, proposed the R & D strategy, to
cultivate the use of process tools and to strengthen the process of consciousness
and introduction of team problem-solving methods to establish internal
innovation and personnel training system. Finally, reviews the implementation
of the R&D strategy and the effect of feedback. The research of strategy on
Harbin N Company can be used for domestic small and medium-sized high-tech
enterprise reference.
