摘 要
作为全国最大的油田,大庆油田的产量已经从连续 27 年稳产 5000 万吨
的高峰转入产量下调阶段,目前已经在年产 4000 万吨的台阶上保持了 8 年之
久。在喇嘛甸、萨尔图、杏树岗主力油区均已产量大幅下滑的背景下,外围
油田的上产速度对大庆油田的 4000 万吨稳产起到至关重要的接替作用

海-塔油田就是大庆油田最重要的外围产量接替区,是原油 4000 万吨稳
产的重要组成部分和有力支撑。为加快上产步伐,大庆油田于 2001 年统一组
织对海-塔油田进行勘探开发大会战。会战初期,以传统油田勘探、开发独立
运作的油田开采模式积极谋求上产,虽然取得了一定成效,但在体制机制、
结构模式、管理程序、流程顺畅度等多方面仍有待进一步突破,以期更大幅
度地加快上产步伐。正是在这一背景下,近年在石油行业积极推广的勘探开
发一体化模式进入了大庆油田的视野,并成立海-塔指挥部全面深入地探讨一
体化管理模式,旨在重新权衡勘探与开发工作的力量分配,适当将重心由勘
探向开发转移,在加强勘探的同时加快上产步伐,推动滚动开发的同时扩大
勘探成果,最终实现勘探、开发并举

为进一步促进海-塔油田管理模式的研究与升级,本文基于勘探开发一体
化基本理论及国内外实施这一体制的油田实例为基础,对勘探开发一体化的
主要影响因素、系统运行关键以及实践中应注意的问题等方面,进行深入地
分析,并总结出勘探开发的一体化运行的核心、运行基础、运行保障和支撑;
根据海-塔油田的地质资源概况、开发概况以及组织结构概况,详尽分析现行
的勘探、开发的组织管理现状与运行机制,提出了所存在的外部协调不足、
内部管理层级过多、勘探开发环节沟通协调不畅以及生产运行及作业系统市
场化不足等方面的问题;通过选择运用国内实施勘探开发一体化的典型油田
进行对比分析,结合海-塔油田的实际状况,从机关到基层、从国内到国外、
从体制到机制、从制度到流程,进行重组整合,建立了一套具有海-塔特色、
适应会战需要、具有较强应用性的勘探开发一体化管理模式;提出了完善职
能考核体系、完善市场化相关政策、增强属地用工政策灵活性、加大环保工
作协调力度以及加强商务运作等五条保障措施,以期达到对海-塔油田改革管
理模式,实现快速上产目标起到有益参考和借鉴的积极作用

Abstract
As the nation's largest oil field, Daqing oilfield production has been from 27
consecutive years and 50000000 tons of peak to yield by stage, at present already
in an annual output of 40000000 tons of step and maintained for 8 years. In
Lamadian, Saertu Xingshugang oilfield, the main late high water cut stage,
output falls considerably under the big background, the production rate of
peripheral oil fields in Daqing oil field 40000000 tons productivity plays a
crucial role replacement.
Hailar-Tarim oilfild is the most important peripheral production replacement
zone of Daqing oil field, 40000000 tons of crude oil production is the important
part and strong support. In order to speed up the pace of Daqing oil field
production, in 2001 organized on the sea - the tower of oilfield exploration and
development. Early in the traditional battle, oil exploration, development and
independent operation of the oil field exploitation mode actively seeking
production, although obtained certain result, but in system and mechanism,
structure model, management procedure, process smooth degree and other
aspects remain to be further breakthrough, in order to more greatly accelerate the
pace of production. It is in this context, in recent years in the oil industry to
actively promote the integration of exploration and development mode in Daqing
oil field vision, and the establishment of the Hailar-Tarim command
comprehensive in-depth discussion of integration management mode, designed to
focus from exploration to development gives priority to change, in strengthening
the exploration accelerates the pace of production, in the rolling development at
the same time to expand exploration, exploration, development and
implementation.
In order to further promote the Hailar-Tarim oilfield management pattern
research and upgrading, based on the integration of exploration and development
the basic theories and the domestic and international implementation of the
system of oil field as an example based on the integration of exploration and
development, the main influence factors, system operation and practice should
pay attention to the problem areas, in-depth analysis, and summed up the
