土地储备制度是我国土地使用制度改革过程中借鉴国外相关经验逐渐发展起
来的一项土地供应制度。土地储备制度的建立,对于规范和培育土地市场、调配
土地资源、增加政府财政收入、促进中国土地收购储备制度及城市规划布局的合
理实施、以及改善农村生产生活条件和促进城镇化建设等都具有重要意义。本文
在查阅大量文献资料的基础上,综合运用宏观、微观分析相结合及对比分析等方
式,对土地储备制度进行了较为全面、深入和细致地研究分析,通过对呼和浩特
市土地储备制度在土地收购、储备土地的前期幵发、储备土地供应等环节的实施
效果评价,剖析了呼和浩特市土地储备制度实施过程中存在的一系列问题;通过
借鉴国内外城市土地储备制度的成功经验及其做法,提出了拓宽土地储备融资渠
道、选择合理储备运行模式、规范土地供应市场主体行为、细化法律法规配套文
件等完善呼和浩特市土地储备制度的建议。

Abstract
Land reserve system is our country draw lessons from foreign experience in the
process of land use system reform, gradually developed a system of land supply. The
establishment of the land reserve system, the specification and cultivating land market,
increasing government revenue, and promote China's land purchase reserve system and
reasonable implementation of urban planning has important significance. In this paper
through a large amount of literature on the basis of the combination of macro and micro
analysis,comparative research, the combination of the land reserve system makes a
comprehensive and in-depth research, through to the Hohhot land reserve system at the
early stages of the land acquisition, land development,land supply effect of evaluation,
analyzes the problems existing in the implementation process of Hohhot land reserve
system; By drawing on the successful experience of cities at home and abroad to
implement land reserve system, puts forward the broaden the financing channels,
choose reasonable land reserves running mode and regulating the behavior of land
supply market main body, refined, supporting documents such as perfect laws and
regulations of Hohhot land reserve system suggestion.
