摘要:当今社会,科学技术的更新换代速度加快,迫使企业必须学习
和把握科技创新的最新动向,及时釆取相应对策;全球经济一体化格
局逐步深化,对企业竞争力提出了更高的要求,而这些核心能力的获
得正是组织集体学习的结晶。在这样的背景下,培养“学习型”组织
是企业参与竞争的必然选择。随着烟草行业改革的不断深入,行业内
部制造企业之间竞争逐步加剧。为应对竞争的需要,烟草制造企业也
需要逐步向学习型组织转化,提高企业的核心竞争力。本文根据“学
习型组织”的理论,结合案例企业长沙卷烟厂的实际情况,采用实证
分析的方法,对企业创建学习型组织实践中面临的问题、采取的措施
以及进一步改进的途径进行了探讨。首先,结合长沙卷烟厂面临的环
境、企业现有管理状况和问题,采用SWOT分析方法,对长沙卷烟厂创
建学习型组织的现状进行了分析;其次,基于前期的研究分析,借鉴
其他企业的经验教训,提出长沙卷烟厂创建学习型组织的总体思路和
方案;再次,对创建活动的具体实施和保障手段进行分析;最后,对
长沙卷烟厂创建学习型组织的效果进行评估,明确改进方向。图13幅,

Construction and Implementation of the Learning organization
in the Changsha cigarette factory
Abstract: Science and technology is updating more and more quickly
nowadays. It makes enterprises have to learn and grasp the latest
developments of science and technology, take countermeasure to answer in
time. Global economic integration pattern is deepening step by step. It ask
for more competitiveness of enterprises, while the achievement of these
core ability is crystallization of organization collective study. Based on this
background, it is certain choice for enterprises to develop the learning
organization to participate in the competition. With the continuous
deepening of the reformation of tabacco industry, the competition of
manufacture enterprises in the industry is aggravating. To answer the
requirement of competition, tobacco manufacture enterprises have to turn
to become the learning organization to improve the core competitiveness.
On the basis of the theory of the learning organization, combining the
physical truth of the case enterprise Changsha cigarette factory, using the
demonstration analysis pattern, this paper discusses the problems in
practice to establish the learning organization, the measures to take and the
approach to improve more. Firstly, combining with the environment faced
with the Changsha cigarette factory, the existing management condition and
problems, By using the method of SWOT, analysis on the current situation
of changsha cigarette factories to create a learning organization. Secondly,
on the basis of research at earlier stage, drawing lessons from the
experience of other enterprises, put forward the overall plan of changsha
cigarette factories to create a learning organization. Thirdly, analysis the
concrete implementation and guarantee measures of the stablish movement.
Lastly, the paper estimate the efficiency of the establish movement of the
Changsha cigarette factory and propose improve direction.
