EHS是Environment、Health and Safety (环境、职业健康、安全)首字母
的简写,EHS部门就是负责公司环保、职业健康和安全管理的部门。在全球经济
一体化的趋势下,随着在我国外企的不断增多,作为大型跨国企业在中国设立的
子公司,移植并且构建EHS文化已成为各大企业非常重视的一部分。
近几年来,国际上的安全、职业健康科学技术水平和环境保护水平发展迅速。
中国的安全生产现状和环境保护与发达国家比较明显落后,这些差距主要表现在
法规体系不够健佘,职业健康安全和环境管理体系不完善和安全卫生基础研究与
应用技术落后等方面。因此目前我国在进行EHS文化建设的研究还比较少,仅有
的一些研究只围绕着EHS管理体系的构建。
本文对GE沈阳子公司EHS文化构建的问题进行了实例研究,借助于GE总公
司EHS管理体系与EHS文化的经验,通过对实际问题的分析来找到GE沈阳子公司
构建EHS文化的持续改进策略。本文的研究工作为GE沈阳子公司提出四项EHS
文化构建的改进措施,即:需要进一步改进EHS体系;需要增加EHS部门预算与
活动;需要增加EHS专业培训及与业内其他企业的沟通;需要完善员工绩效考核
机制。
希望通过本研究结论能够为GE沈阳子公司建设企业EHS文化提供解决方案,
并且通过本研究为广大国内企业提供一个符合中国国情的EHS文化建设的持续改
进策略。

Abstract
EHS is the initials of Environment, Health and Safety, the EHS department is the
department responsible for environmental protection, occupational health and safety
management. With the growing number of foreign companies in China and the trend of
global economic integration, as the subsidiaries of large multinational companies set
up in China, transplantation and build the EHS culture to become a very important.
In recent years, the safety management, occupational health and science and
technology of environmental protection grow up very rapidly. The safety production
status and environmental protection behind with the developed countries significantly,
these gaps is mainly manifested in the regulatory system is not enough, occupational
health and safety and environmental management system is not enough and the safety
and health of basic research and applied technology behind developed country. The
study on the EHS cultural establishment in our country is less, only some research
around the EHS management system establishment
According to GE Shenyang subsidiary EHS culture case study, through the use of
GE Corporation EHS management system and the EHS cultural experience, to find out
subsidiary of GE Shenyang build EHS culture of continuous improvement strategy.
The result of this research on subsidiary of GE Shenyang are four EHS culture
establishment improvements: need to further improve the EHS system; need to
increase EHS department budget and EHS activities; need to increase the EHS
professional training and communication with other enterprises in the field; need to
improve employee p^formance appraisal method.
Hopefully, this conclusion of this study can provide solutions for subsidiary of GE
Shenyang EHS culture establishment, and also hope through this study, can provide the
