摘要:伴随经济全球化和国际间资本流动速度的加快,外资在一国经
济发展中的地位和作用日益凸显。改革开放后,内蒙古自治区借助西
部大幵发的战略契机,在引进外商直接投资的数量、规模和多样化方
面都取得了重大进展。但是外资企业的经营、发展及其对经济发展的
影响、作用方面也暴露出一些问题,如产业投向不合理,外资质量偏
低以及大型项目较少等等,且随着外资企业进驻量的逐渐扩大,这些
问题越发突出,亟待解决。而在如今国内外经济环境快速变化、资本
市场形势多变的情况下,协调和利用好外商直接投资对内蒙古未来经
济持续稳健、和谐发展等都具有重大意义。鉴于此,本文采用定性与
定量、理论和实证相结合的分析手段,运用大量经济数据,从内蒙古
外商直接投资的发展历程和基本情况入手,全面分析其规模、方式、
产业结构分布、行业分布情况及存在问题和制约因素。而后运用计量
经济学模型分析外商直接投资企业对内蒙古经济增长、产业机构调
整、对外贸易发展及对内资企业效率等方面的经济效应进行实证研
究,并用中国大唐集团公司在内蒙古赤峰市的三家外商直接投资企业
经营发展及对其产生经济效应的案例,进一步分析印证了实证结论。
最后,利用实证分析结论,针对存在问题提出有价值的对策建议。

Economic effects of foreign direct investment
in Inner Mongolia
Abstract : With the acceleration of economic globalization and
international capital movements, foreign investment is playing a more
important role in one country's economic development. With the
implementation of reform and opening-up policy, Inner Mongolia
Autonomous Region with the opportunity of western development
strategy, has made significant progress in absorbing foreign direct
investment in the quantity, scale and diversification. However, there are a
number of problems in foreign direct investment enterprises' operation
and development, such as the industrial investments toward irrational; the
quality of some foreign investments is low and lacking of large-scale
projects, etc. And with the expanding of foreign investment enterprises,
these issues become increasingly prominent and must be resolved. In the
environment of today's domestic economic changing rapidly and abroad
capital market conditions changing circumstances, how to ues foreign
direct investment better is related to harmonious and health development
of Inner Mongolia's economy in the future. In view of this, This paper
combines the theoretical analysis and empirical analysis, use a large
number of new economic data, analyze the stages and current situation of
Inner Mongolia attracting and utilizing foreign direct investment,
incloding the scale, ways, distribution of industrial investments, issues
and constraints. Then ues econometric models to analyze the economic
effects of foreign direct investment enterprises to economic growth,
industrial organization, external trade and the efficiency of domestic
enterprises, then ues the case of three foreign investment enterprises of
China Datang Corporation in ChiFeng city of Inner Mongolia to analys
and prove the empirical results. At the end, proposes valuable suggestions
for the problems.
