摘要
河南省中泓建设投资有限公司(简称中泓建投),创立于2011年初,主要
从事土地整理、城市基础建设、水利建设、房地产开发、农业开发等方面的投
资。为了实现快速持续发展,2013年初,中泓建设接纳了河南水利投资集团有
限公司增资参股。重组后,如何发展、怎样发展,亟待中泓建投给出前瞻性、
系统性的回答。探讨并制定指导公司未来可持续发展的战略,刻不容缓。
论文立足于中泓建投实际,运用战略管理理论和分析工具,分析和阐述了
公司生存与发展的内外部环境。通过对外部环境分析,得出了构建以水投平台
为主的多元投融资体系,打造自然环境和人工环境和谐共存的基础设施建设综
合服务运营商,适逢其时,机遇大于挑战的结论。通过对内部环境分析,得出
了公司股权结构变化后,既增强了资本实力,实现了优势互补,提升了市场竞
争力,又加大了协同管理难度的结论。基于上述分析,论文提出了公司未来应
以水投平台为主的多元投融资体制为基点,以城镇和水利基础设施建设、房地
产开发、生态农业开发为主的三大投资业务为支撑,打造“水生态、木景观、
土安全、金资源、火经济”五行平衡、相辅共生的可持续发展模式,力争成为
国内一流建设投资集团的战略主张和实施方案。
对中泓建投发展战略的研究,对促进中原基础设施建设投资,推进城镇化
进程具有现实意义;对引导社会资本参与基础设施建设非完全竞争市场,具有
一定的理论意义;对同行业未来发展也具有借鉴价值。

of external environment, it is concluded that it is necessary to build the platform
for multiple investment and financial system by given priority to Henan Water
Investment Co., Ltd.,and it is timely to forge comprehensive service operators
engaged in The construction of infrastructure based on the natural and artificial
environment In harmony,also more opportunities than challenges. Through
analyzing the internal environment, it is concluded that the change of ownership
structure not only can enhance the capital strength, but also complement each other's
advantages,not only enhance the market competitiveness,but also increase the
