本文运用波特五力模型,分析数字对讲机企业的经营环境。对福建先创进
行内部环境分析,认为其具有较强的研发资源和销售能力,但财务能力较弱。
对福建先创进入数字对讲机行业进行 SWOT 分析,确定公司级战略为密集成长
型战略;确定竞争战略为以差异化战略为主、成本领先战略为辅,短期优先采
用集中战略的组合战略以及相配套的公网室分工程维持战略、直放站业务退出
战略。制定福建先创公司的经营战略:收紧公网业务的费用和开支、加大产品
研发力度、加快产品上线速度、建立供应链。根据所制定的企业战略,提出实
施建议。具体从人力资源策略、营销策略,研发策略,生产策略,供应链策略
等五个方面的职能策略来保证企业战略的顺利实施。
本文的创新之处在于:系统性的从行业分析,企业环境分析和战略执行三
个方面,对福建先创这一中小型通信设备制造业企业进入对讲机行业的发展战
略进行研究分析。运用战略研究工具,结合企业的实际与行业现状进行分析,
细化战略目标,从职能战略层面提出战略实施建议。

The electronics industry is a rapidly changing industry. Because of its high-tech
electronic products are constantly upgrading. As a branch of the electronics industry,
the communications industry also obeys the same rule. Communications equipment
products always replaced by better performance, lower cost products. Therefore,
looking for promising new industries actively, developing appropriate strategic plans
and implementation of their own specific conditions will become the inevitable
questions that communications equipment manufacturing enterprises, even each
technology enterprises have to face.
This paper analyzes digital radio business environment, using Porter’s five
forces model. Analyze the internal environment of CCTF, means it has a strong R&D
resources and marketing capabilities, but weak financial capacity. Analyze the
possible of CCTF entering the digital radio industry by SWOT, determine the
company-wide strategy is the intensive growth strategy; determine the competitive
strategy is portfolio strategy, that is in differentiation strategy based, supplemented by
cost leadership, priority to the use of focused strategy in short-term, and the
supporting strategies, that are maintain strategy for public network indoor covers and
exit strategy for repeater product. And develop CCTF’s business strategy: tightening
of public network services costs and expenses, increasing R&D efforts, accelerating
the speed of digital radio listing, establishing supply chain, etc. According to the
formulation of corporate strategy, propose the implementation of the
recommendations. Ensure the smooth implementation of corporate strategy by five
specific functions; those are strategic human resource strategy, marketing strategy,
research and development strategy, production strategy, supply chain strategies.
The paper innovation lies in: systematically analyzes the development strategy
research of CCTF, which is an small and medium enterprises, and mean to enter the
