本文的主要目的是为电网资产管理部门提供一个基于超高压电网环境的备品备件
仓储管理评估模型,帮助西北电网公司快速建立科学、合理的仓储管理体系。本文主要
采用大数据分析中的决策树及大量抽样调研的方式建立设备运行维护最优状态保持模
型,以西北电网公司在过去某时间段内为了保证设备安全稳定运行所产生的成本为源数
据,对备品备件依据单值和重要程度建立“ABC”标准模型,并选取不同的仓储策略比
对产生的成本变动幅度,帮助西北电网公司资产管理部门确定最优的仓储策略。
根据本文确定的仓储策略和相关辅助体系,西北电网公司可以对备品备件进行等级
划分,并制定储备定额标准。本文的研究结论为:(1)根据不同的设备检修策略所产生
的维修成本,便于西北电网公司判断某类设备的检修策略和备品备件管理模式;(2)根
据整个西北电网公司 750kV 输变电工程的走径和交通条件,给出西北电网区域内最佳选
址策略,并提供仓库布局模型;(3)依靠信息辅助系统掌握备品备件的使用和采购计划,
制定备品备件的技术定额值;(4)针对 750kV 电网设备备品备件价值较高,占用资金较
大的情况,制定出自存与厂商协议储存的最佳比例;(5)根据资产管理部门的人员和信
息系统现状,制定出人员体系规划及配套信息系统的建设目标。研究结果为西北电网公
司前期设备维修成本较高,资金占用偏大等问题提供了较好的解决方案,具有较强的理
论指导性和实际应用意义。

ABSTRACT
With the northwest power grid during the twelfth five-year 750 kV power transmission
and transformation project completed and put into operation, the country's ultra-high voltage
power grid management work in the new stage, the large-scale project construction and
operation maintenance cost of increased substantially. Single due to the 750 kV EHV power
grid equipment (sets) value is relative taller, power grid assets management department to
ensure the safety of the 750 kV power transmission and transformation equipment, economic
and efficient operation, need to existing spare parts warehouse management system and to
evaluate maintenance method, to develop in accordance with the new spare parts inventory
management strategy of the grid environment, and thus on the premise of guarantee the safe
and stable operation of power grid equipment, reduce the maintenance cost of equipment
operation.
The main purpose of this article is for the power grid assets management department to
provide a spare parts warehouse management based on ultra-high voltage power grid
environment evaluation model, help northwest power grid companies quickly establish
scientific and reasonable system of warehouse management. This paper mainly adopts the
decision tree in data analysis and sampling investigation way of the optimal state model, set
up equipment operation maintenance to the northwest power grid companies in the past a
certain time period in order to ensure the safe and stable operation of the cost for the source
data, the spare parts according to the single value and importance to establish ABC the
standard model, and different storage strategy than the cost of the movement, help northwest
power grid companies choose the optimal storage strategy.
According to the determined storage strategy and related auxiliary system, the northwest
Power Grid Corp can be divided up spare parts of the hierarchy, and formulate the reserve
quota standard. Research conclusion mainly includes five aspects: (1) according to the
different equipment maintenance strategy of maintenance costs, facilitate the northwest power
grid companies determine certain maintenance strategy of equipment and spare parts
management mode; (2) according to the 750 kV power transmission and transformation
engineering of the whole northwest power grid company size and traffic conditions, gives the
best location of the northwest power grid region strategy, and provide the warehouse layout
