借助通信业务体系的绿色优质发展,电力企业进而达到提升整个智能电网的发
展水平的目标
随着智能电网的发展和三集五大体系的不断深入,文章以如何开展基于智
能电网的电力通信运维管理为目标,以 2008 年国网公司一届三次职工代表大会
工作报告中提出的四化工作为管理思路,选择从集约化发展、标准化建设、精
益化管理几个不同维度,对通信运维管理深入开展研究
文章先从集约化发展的宏观层面,搭建电力通信完整的省、地、县通信运
维一体化体系,开展业务集约、流程贯通;资源统筹、集中调配;统一调控、
运维分级等实施方案
再以通信运维模式的转型为研究目标,在分析智能电网发展的大环境对电
力通信运维工作新需求的基础上,提出了选择性代维的标准化通信运维模式
借助层次分析法,建立专业技术适合度和外部环境适合度横竖坐标轴比较的数
据模型,判断该通信业务所应采用的运维模式
在完成通信选择性代维模式的搭建后,再利用 PDCA 循环从精益化管理的
角度来对通信运维模式的具体管理方式进行分层剖析。从战略计划的制定、具
体实施、实施效果评价、管理的改善和优化四方面详细分析阐述建立精益化通
信运维管理模型。在阐述过程中还借助层次分析法,搭建了多层模糊数据评价
指标模型,逐层分解,建立精益化管理的多层子目标和最终目标
最后以某家电力信通公司的管理案例分析,将真实数据带入精益化管理评
价分析公式中计算求解,来开展精益化管理的实际应用成效说明

Abstract
The smart grid is a common choice for the national Power Grid Corp actively
respond to the challenges of the future. Electric power communication is not only a
public support platform and an important means to support the development of
strong smart grid, but also an important basis for all aspects of the strong smart
grid. The development of smart grid can not be separated from the promotion of
power communication. However, because of the development of smart grid ,
electric power communication also increased the new features and management
requirements. The original communication operation and maintenance management
system and mechanism has been unable to meet the current needs of the expansion
of the communications business and the needs of the audience changes. Under the
promotion of the external environment and internal pressure, the electric power
enterprise must carry out the communication operation and management innovation,
and support the whole communication system from the root. With the development
of communication business system, the electric power enterprise can achieve the
goal of improving the development level of the smart grid.
With the development of smart grid and the deepening of the three sets of the
five systems, this paper aims at how to carry out the operation and management of
power communication based on smart grid, at the same time, in 2008, the State
Grid Company work report for the management of ideas, choose from the intensive
development, standardized construction, lean management of several different
dimensions, the communication operation and maintenance management in-depth
study.
First, from the macro level of intensive development, build a complete electric
power communication and communication operation system integration, business
process through intensive, resource planning, centralized deployment;; unified
regulation, operation classification scheme.
Secondly, with the transformation of communication operation mode as the
research object, based on the demand analysis work of smart grid development
environment of the power communication operation, proposes the standard

AHP, the establishment of professional fitness technology and the external
environment for the data model of horizontal axis comparison, determine the
operation mode of communication services that should be used.
After the completion of the construction of the selective communication mode,
then use the PDCA cycle from the perspective of lean management to analyze the
specific management mode of communication operation and maintenance mode.
From the four aspects of the formulation of the strategic plan, the specific
implementation, the implementation of the effect evaluation, management
improvement and optimization of a detailed analysis of the establishment of lean
communication operation and maintenance management model. In the course of the
elaboration, the analytic hierarchy process (AHP) is used to build the evaluation
index model of multi-layer fuzzy data.
