近几年,灵寿县经济得到迅速增长,农业经济发展稳步增长,工业运行水平
有所改善,工业园区载体功能显著提升,第三产业要素也渐趋丰实,教育、医疗、
社会保障等关注民生的社会福利得到提升,各项社会事业发展蒸蒸日上。但是,
县域经济总量小,结构不优等问题仍未从根本上得到解决,基础设施建设相对滞
后,区域竞争压力大,优化发展环境任务艰巨,产业层次升级难度较大,这些不
利因素依旧制约着灵寿县经济的发展。在充分分析灵寿县县情、外部机遇及政策
环境的基础上,制定出了一系列经济发展的战略措施:农业稳县战略;发展淡水
渔业战略;矿业兴县战略;旅游活县战略;工业强县战略;城镇化发展战略;招
商引资战略。灵寿县经济发展战略研究从理论上为灵寿县经济发展进行了探索,
对灵寿县经济社会发展的规划提供了参考。

ABSTRACT
It has been more than two thousand years since the county system established in
China, and now the county system has stabilized and matured after so many years
development. County is the basic national administrative division with comprehensive
functions, and also a connection point for the urban and rural economy. Meanwhile, it
is significant to develop county economy for solving the three rural issues and
promoting the well-off society construction. Lingshou county is a undeveloped area,
where the county economic development study on may much more instructive and
meaningful to practice.
In recent years, lingshou economy achieved rapid development, agriculture,
manufacture, service industry, education, health care, as well as social welfare has
been much improved, and social undertakings are flourishing. However, some
negative factors have restrict the development of lingshou county, such as small
county economic aggregate, poor county economic structure, weak infrastructure,
pressure of competition and so on. Base on lingshou county situation, external
opportunity and the policy environment, a series of economic strategy has achieved:
Characteristic agriculture development strategy; freshwater fishery development
strategy; mining development strategy; tourism development strategy; manufacture
development strategy; urbanization development strategy; investment promotion
strategy. Lingshou county economic development strategy study is a theoretical
exploration for lingshou county economic development, and also provides a reference
for lingshou county society development planning.
