随着金融的不断深化和发展,金融稳定显得越来越重要。金融不稳定的影响和危害

远远超出了金融领域,事关政治、经济和社会稳定。采取现场和非现场等方式,对金融

的稳定性进行评估,是正确判断金融金融风险,有效维护金融稳定的重要基础工作。

相对于非现场评估方式,现场评估有着其独特的优势,能有效弥补非现场评估的不

足,提高金融稳定评估结论的深度和广度。但无论是N中支还是其他分支机构,在如何

开展好金融稳定现场评估工作上还处于探索阶段,既缺乏理论上的系统研究,也缺乏实

践上的总结与思考。本文对N中支稳定性现场评估现状、存在问题和解决路径的研究将

提供有一定价值的样本参考,为进一步的理论研究奠定基础,同时对于N中支提高金融

稳定性现场评估专业化水平、充分发挥其在防范和化解地方系统性金融风险中的作用有

着重要的现实意义,也为其他分支机构提供有益借鉴。

本文站在N中支的角度,从履行法定职责出发,在研究分析现状和存在问题的基础

上,以改进和完善其金融稳定性现场评估方法体系为重点,系统全面研究N中支如何提

高现场评估工作质量和效果等问题,全文共分五部分:

第一部分为绪论部分,说明选题的背景和意义,综述国内外相关研究进展情况,介

绍本文的研究思路、主要内容框架、研究方法,以及存在的创新和不足。第二部分分析

了金融稳定性现场评估和非现场评估的相互关系,突出现场评估在维护金融稳定框架中

的重要作用,并从多个方面分析现场评估和非现场评估的不同特征。第三部分分析N中

支金融稳定性现场评估的现状,重点分析其现有现场评估的措施及具体做法,总结近几

年开展现场评估以来发现的需要密切关注的重点金融风险隐患。第四部分从结构、流程、

内容、方法等方面,查找N中支在金融稳定性现场评估中存在的主要问题,逐项分析问

题存在的原因。第五部分探讨N中支如何改进和完善金融稳定性现场评估工作,提出具

体的思路和措施。

ABSTRACT

With the deepening and development of the financial, financial stability is more and

more important. The influence and harm of financial instability far beyond the financial sector,

is a matter of political, economic, and social stability. Taken on-site and off-site, or other

financial situation, defuse financial risks promptly and effectively,safeguard the financial

stability.
