本文以精益管理思想在企业人力资源管理中的应用作为主线,结合企业现有
人力资源管理制度,应用相关理论探索技能人员职业发展通道的设置,培养方法
和技能人员评价模型,以此模型为基础形成评价技能人员理论水平和实际操作能
力的方法。
文章以内蒙古第一机械集团公司五分公司为背景,以公司推行精益管理过程
中,解决技能人员素质提升问题为对象,展开实证研究。本文尝试探索引入精益
管理思想的基层生产单元,在面临技能人员缺乏、技能人员素质不能满足生产需
要以及如何调动技能人员积极性等一系列问题时,应该釆取的对策。研究目的在
于通过分析技能人员成长规律与企业培养方式之间的关系,进而提出针对技能人
员激励的解决方案。
这项研究立足于国内外相关理论成果与企业实践经验基础之上,将范围锁定
在一个企业内部,因而针对性强。本文在理论分析的基础上提出了技能人员职业
通道设置的具体方法,围绕技能人员职业通道建设,提出了可以量化考核的精益
培养模式,应用这样一种培养模式能够解决技能人员缺乏和培养方式单一的问题,
最后文章从实用的角度提出了一种技能人员评价模型,应用这一模型可能完成对
技能人员胜任力的评价,解决了企业在对技能人员评价过程中缺乏依据的问题。。
本文试图应用精益管理思想解决企业在技能人员培养与评价方面的不足,希
望给企业运营、人力资源和战略管理相关研究和关心组织科学的人士带来的贡献。

Abstract
Main line of this passage is the lean management applied in human resources,
combined with existed human resources management system,according to related
theory, explore career paths development,training method and evaluation model of
skilled personnel, based on this model,formed a method to evaluating theoretical level
and actual operating ability of skilled personnel.
Background of this paper is subcompany NO.5 of FIRMACO, in the process of
implement lean management, target is to enhance diathesis of skilled personnel,and
expand the empirical research. In this passage, introduce lean management to
manufacture unit of basic level, while faced the problems of short of skilled personnel,
the diathesis of skilled personnel could not meet the requirement of manufacture and
how to enhance the enthusiasm of skilled personnel,what measure should be taken.
Study aimed at analytical relationship between skilled personnel growth and training
method,and then provide solutions to excitant skilled personnel.
This research is at the range of corporation, and based on domestic and
international theoretical results and corporation experience, so it has a strong focus. This
passage provide detailed method to set skilled personnel paths, around the building of
skilled personnel path,introduced a training mode of quantitative evaluation, it could
solve the problem of short of skilled personnel and single training mode. At last, this
passage introduced a evaluating mode from actual state, which could complete the
evaluation of skilled personnel, and solve no proof exist in process of evaluating.
This passage focused on solve the defaults in training and evaluating of skilled
personnel by lean management, I hope it could make contribution for cooperation
operating, human resources, related strategic management research and those who cared
