当前社会市场经济竞争愈演愈烈,企业要想在市场竞争中占有优势就必须不
断提升自己的核心竞争力。明确的战略目标,正确的发展战略及绩效考评支撑对
一个企业的发展起着决定性作用。XX制造企业自一九八O年进入发动机小机行
业,经过多年努力,取得了辉煌的成绩。曾经多年占据发动机小机行业领头羊的
位置,目前在乘用车发动机的研制和批量生产上仍处于国内领先的地位。但是,
近几年企业的产品状况出现了不平衡,企业的产品生产规模一直没有得到全面的
利用,发展速度低于同行业的发展速度,逐渐被竞争对手所超越,目前己经失去
了国内发动机小机行业领先地位,主要表现在:市场份额逐渐下滑,产品竞争力
有所下降,产品成本压力日趋增大,产品研发改进滞后,产品质量问题突出,产
品营销模式落后。
在这一背景下,本文以XX制造企业绩效考核中所发生的问题原因分析为出
发点,运用关键绩效指标法,360度评价方法,借助层次分析法(AHP)重新构
建了 XX制造企业绩效考核体系。
本文首先对XX企业绩效考核存在的问题及原因进行分析,指出其在绩效管
理方面存在的问题,如考核主观化,不科学;考核结果应用不到位;缺乏反馈机
制;缺乏系统的考核体系等。然后,本文依据XX制造企业的战略计划、经营目
标责任,按照科学考核体系建设的要求设计一整套全面、动态、面向该企业未来
发展的绩效考核体系。主要包括制度层面的重新设计、考核指标体系的建立,考
核主体、考核方式、考核结果反馈与应用。
本文不仅可为XX制造企业提供一个员工绩效考核方案,也可为其它制造企
业改善绩效考核工作提供参考。

Enterprise must upgrade their core competitiveness continuously if they want to own the
advantage in the more and more severe market competition. The development of enterprise mainly
depend on specific strategic targets, correct development strategy and performance evaluation. XX
manufacturing enterprise has obtained outstanding achievement from 1980 to now in small engine
industry. As the leader of small diesel engine in the past many years, this company still keeps
ahead in development and production of passenger diesel engine.However, their products has
some waved in recent years, the production scale has not been fully used, the development speed
was lower than the same industry and was exceeded by competitors, Now has lost the leading
position. The market share gradually decline, the product competitiveness was drop than peers,
product cost pressure is increased day by day, the development and improve schedule is lag,
quality problems still extrude, marketing model get behind.
Based on this, this paper rebuilds XX manufacturing enterprise performance evaluation
system rely on problems cause analysis, using the method of key performance indicators,
360°evaluation method, With the aid of analytic hierarchy process (AHP)。
This article first analysis existing problems and reasons in the XX enterprise
performance evaluation, find out the performance management problems, such as
the inspection is subjective, Unscientific, The inspection result application is not well,
lack feedback mechanism and evaluation system, etc. And then, In this paper, on the
basis of XX manufacturing enterprise's strategic plan, management goal responsibility,
In accordance with the requirements for the construction of scientific assessment
system to design a set of comprehensive, dynamic and facing the future development
of the enterprise performance evaluation system. Mainly includes the system of
design, the establishment of the evaluation index system, evaluation subject,
evaluation method,evaluation result feedback and application.
This paper not only can provide a performance evaluation scheme for enterprise,
but also offer a reference for other manufacturing enterprises to improvement.
