产业是经济的基础支撑,产业兴,则经济兴。发达地区与落后地区经济上的

差距,最重要的是产业的差距。在产业发展过程中,政府职能作用的发挥至关重

要,它能有效避免区域内产业发展出现市场失灵和无序竞争,从而提升该地区的

产业发展竞争力。本文以昆明市五华区X实验区建设为研究对象,旨在通过对产业

发展中的政府职能研究,以“解剖麻雀”的方式分析政府职能在区域产业发展从

制定到落实的一系列过程,进一步探索政府在产业发展中的引领作用。

本文共分七个部分。在系统分析选题来源、研究目的与意义,介绍研究的主

要内容与方法、创新点与不足之处、国内外研究现状后,以产业选择理论、产业

集群理论和政府职能理论为基础,深入分析成都“城乡统筹”模式、上海“城乡

一体化”模式和浙江机制创新”模式中政府通过发挥职能作用引导产业发展的

典型案例,从实验区概况、产业发展定位、产业发展布局、产业发展模式和产业

发展展望五个方面对实验区产业发展进行综合分析,并对在X实验区产业发展中政

府职能的发挥和效应进行了阐述,最后发展中存在的问题提出加快实验区产业发

展的具体对策建议。以期通过研究,为五华建设高品质中心城区、统筹五华城乡

发展、探索发展模式积累经验,同时为云南省、昆明市推进城镇化建设和保护坝

区耕地建设山地城镇工作做出一些有益的探索。
