目前,我国能源消费已位居世界第一,但单位增加值能耗是世界平均水平的 2.5 倍。“节
能”越来越成为企业和全社会的共识,政府也不断推出节能的相关政策,大力扶持环保
产业、节能技术的发展。企业作为能源消费的主体之一,大力推进节能工作,提高能源
利用率,不仅是其应当承担的社会责任,更是企业降低生产成本,实现精细化管理,提
高核心竞争力的切实需求。
据统计,零售业年耗电量超过 300 亿千瓦时,节能工作意义重大。实现有效“节能”,
不仅要节能技术的革新与推广,还要大力提高节能管理水平。从节能的技术层面上看,
企业改变生产工艺,创新节能技术、大规模更换设备需要一定的时间周期和较大的资金
投入;而从节能的管理层面考虑,时间和资金方面的制约则相对较小,可以在现有技术
水平和设备条件下最大程度地挖掘企业的节能“潜力”。现实中,很多资源浪费、能源
利用效率低下问题的出现,很大程度上是也是企业管理水平低下、管理制度不健全等原
因造成。目前,国内大型公共建筑中普遍存在“重建设轻管理、重使用轻维护、重设计
轻调试”等现象;因此,本文选取广百股份作为研究对象,从管理维度去探究广百的节
能管理实践具有一定的研究价值。
本文的研究立足于经典的管理学理论、现代节能管理的相关文献,从我国能源现状、
节能政策等宏观环境出发,对广百股份的节能管理工作进行分析和总结,提出了相应的
节能管理策略,包括:EMC 策略、目标管理策略、组织化策略、定量化策略、教育培
训策略等内容。在此基础上,本文还进一步探讨了广百股份在节能管理上的不足,提出
了相应的改进措施,如进一步形成完善的能源管理体系、搭建节能管理信息化平台、实
现节能管理的流程化等方面。
广百股份作为全国零售连锁百强企业,在零售业中具有一定的代表性,对其在节能
管理方面的研究,一方面将有助于广百股份总结自身的节能管理经验,提高企业精益化
管理水平;另一方面还能对我国零售连锁业及其相关行业的节能管理工作提供一定的参
考价值和借鉴意义,有助于相关企业从管理体系和管理方法上的改进上提高能源利用
率,实现清洁生产、环保节能。

whole, the government has introduced energy-related policies, and vigorously support the environmental
protection industry, energy saving technology development. AS the main role of energy consumption,
corporate, should vigorously promote energy conservation and improve energy efficiency, for which is not
only social responsibility, but also is the needs for enterprises to reduce production costs,achieve fine
management and improve the core competitiveness.
According to statistics, the retail industry consume more than 30 billion kWh electricity every year,
which means energy saving is very important. In order to save energy effectively, not only depends on the
promotion of energy-saving technologies and innovations, but also greatly improve the energy efficiency
management. From the technical point of view of energy-saving, make the change in production processes,
innovate energy-saving technology and replace equipment requires a certain period of time as well as large
capital investment; But Considering from the management of energy saving level, time and funding
constraints are relatively small, enables companies to excavate the energy savings capacity in the existing
level of technology and equipment conditions. In reality, a lot problem of resources waste, energy
inefficiencies are largely caused by the low level of corporate management. At present, the domestic large
public buildings are prevalent in predilections for construction over management, for use over
maintenance, for design over debugging.” Therefore, this paper selected Grandbuy as research subjects,
explore the dimensions of energy management practices of Grandbuy, which has a certain research value to
retail industry.
Based on the classical management theory, literature of modern energy management, from the status
quo of China's energy, energy policy and other macro-environment, combined with the energy management
practices of Grandbuy, this study, systematically summarized the energy management system of Grandbuy,
including: EMC strategy, target management strategy organizational strategy, quantitative, education
training, etc. Then the paper further explores the lack of Grandbuy’s, energy management, and proposed the
corresponding improvement measures, such as forming a sound energy management system, building
energy management information platform, achieve energy management processes, etc.
AS the China hundred retail chain enterprises, Grandbuy has certain representativeness in the retail
industry. Study on its energy management, on the one hand, it will help Grandbuy summarize their
experience in energy management and improve enterprise lean management level; On the other hand, it can
provide some reference value and reference to the energy management of the retail chain industry and its
related industries, which will help enterprises to improve energy efficiency, achieve cleaner production,
environmental protection and energy saving.
