随着日益激烈的市场竞争和企业经营规模的扩大,企业之间的竞争归根结底
是人才的竞争,人力资源是企业现可持续发展的核心竞争力。企业的一切经营活
动都通过员工完成,员工的各人素质影响着企业组织目标的达成。获取高素质人
才主要途径是通过人力资源管理六大职能的高效运行,其中人员招聘是这一切的
基础工作。招聘工作的主要目标是建立和完善企业招聘流程和招聘体系、确定具
体招聘渠道、运用科学、客观的甄选方法、由专业、高素质的人员组织招聘工作,
为企业吸收和储备适合的人力资源。
笔者根据工作所在公司的实际情况,对企业招聘体系进行调查分析,提出改
善策略,具有一定的研究价值。D公司是一家国有企业,主要从事污水处理及相
关拓展业务的生产经营活动,随着公司业务量的扩大,以市场化方式盘活污水处
理经营权的要求,以及公司本身员工老龄化的现象,人才需求迫切。但在公司成
立的三年多时间内招聘工作管理不够规范,招聘效果不理想,招聘质量不高。
本文围绕公司招聘体系,通过实践分析,发现公司招聘管理工作中存在的主
要问题;同时联系相关招聘管理的理论学习,借鉴流程化管理,运用目标管理相
关原则,明确公司招聘管理工作改善的思路,提出切实可行的改善策略,目的在
于规范招聘管理流程,提高招聘效率和质量,盘活公司人力资源管理,满足公司
战略发展要求。

With increasingly fierce struggle in the market and more and more enterprise scale,
ultimately is human resource competition between enterprises, and also it is the core of
sustainable development in corporation. All business is completed by employees in
company,so the qualities of staff can influenced the target of enterprises. Main
approach of achieved high quality employee through high-efficiency operation of six
functions managed by human resource, and these based on recruitment. The main
targets of recruiting are build and improve company's recruit flow,system and confirm
the way of specific recruiting, then apply scientific and objective method to choose and
collect appropriate human resource through high-quality professionals.
This paper invested and analyzed recruiting system of enterprise and offered
improve strategy based on author's company, so have some research values. D company
is one stated-owned enterprise and main operation is sewage treatment and extending
business. Along with extending of volume of business and the marketize of management
right, the talent demand is exigent especially company employee are faced with aging
influence. But the high-efficiency recruiting management system can't be built in tiie
last three years,so the effect of recruitment was not well and low quality.
This paper focus on company recruiting system, root out the existent main
problems in recruitment and management through practice and analysis, at the same
time combined with tiie learning of recruiting and management theory, Application of
the process reengineering, target management principles,,defined the improved thinking
of company system,and put forward the feasible improvement strategies. The target of
paper is standardized recruiting and management process,improved the efficiency and
quality of recruiting, activate the human resource management, satisfy the demand of
company strategic development.
