近年来,随着国际国内发展环境的变化和烟草行业内部改革的进一步深化、

经济秩序的不断规范,烟草行业改革发展不断将打叶复烤企业推向市场。2008年,

国家烟草专卖局提出了改革烟叶资源配置方式,2009年5月,国家局下发了《关
