流程再造实质就一种变革,其对象及核心领域是企业的业务流程,目标是提高企业
的绩效。业务流程再造核心思路是打破企业惯常的以职能为中心,细密分工、科层严密
的传统管理方法,扁平搭建企业组织,简单高效构建业务流程,实行以客户为中心,以
流程为核心的经营和管理。
中国房地产经过近二十几年的发展,竞争越来越激烈,监管越来越严格,客户要求
也越来越髙,但由于大量企业发展过快,尚未认真思考或未改变企业在经营管理过程原
有的问题。如何以客户为中心,做出满足客户满意的产品和服务,持续、稳健的发展。
这是摆在大多数房地产企业面前一个严峻的课题。这要求企业在机制和管理上不断学习
制造业,不断创新,提高企业核心竞争力。
房地产流程再造就是运用现代信息化手段,对原先的业务流程进行根本性的再思路
或重新设计,以实现提高产品和服务品质,降低成本,提升运营效率和客户满意度。
本文针对行业特点,对流程再造理论进行了研究,并对房地产行业流程管理的现状
进行了描述,对美的地产目前流程存在问题进行剖析。在再造方案设计时,以战略为先
导,依据组织管控和权责体系和信息化手段,按照房地产行业价值链增值理论,对业务
流程进行再造设计,并提出了流程再造的控制措施,最后对流程再造效果进行了对比。

Abstract
Process Reengineering virtually is one kind of revolution whose object is
the improvement of the enterprise's performance. Its target and kernel field is
business process. Business Process Reengineering breaks the traditional
sophisticated bureaucratic management which takes the function as the center. It
builds flat organization and business process simply and efficiently while
applying operation and management that takes the process as the core while
taking the customer as the center.
After nearly 20 years development of China property sector, the
competition of it grows increasing fiercely, the supervision gets much more
strictly, and customer requirements are increasingly high. A great number of
enterprises didn't considerate and change the former problems of the operation
management. How to take the customer as the center and meet the satisfaction of
them to maintain continuous and steady development of the enterprise is a
critical issue in front of most property companies. It requires the enterprise
learns from the manufacturing in mechanism and management with continuous
innovation to provide the core competitiveness of enterprises.
To improve the qualities of the products and services while reducing the
cost and improving operation efficiency and customer satisfaction, Process
Reengineering of the real estate industry takes the use of information tools to
fundamentally rethink and redesign the former business process reengineering.
Based on the characteristics of the industry, this paper focuses on the
research of the Process Reengineering Theory while describing current situation

analysing the existing problems of Midea Property's process. In the design of
reengineering plan, taking strategy as the guide, based on organization control,
power system and means of information, in accordance with the theory of the
real estate industry value chain, it designs the reengineering of the business
process while putting forward the control measures of business process
reengineering. And it compares the effects on process reengineering in the end.
