摘 要
随着我国高等教育体制改革的初步完成,高校合并的现象将逐渐鲜见,自
我扩展型高校将成为我国高校多校区办学的主流。自我扩展型高校具有多校区
高校管理的普遍特点,但也有其独特之处,这决定了自我扩展型高校管理的特
殊性。本文以 HQ 大学作为研究对象,希望通过总结 HQ 大学多校区管理经验并
提出对策,为其他自我扩展型高校的多校区管理提供借鉴
本文首先总结了自我扩展型高校“新、大、散、杂”的特点,并围绕与管
理体制优化关系密切的两个因素(组织结构和沟通机制)进行阐述,比较了不
同的组织结构形式、管理模式和校区定位在自我扩展型高校多校区管理中的特
点和优劣,分析了沟通机制的意义和问题。在在实践方面,文章选取了三所自
我扩展型高校作为考察对象,介绍了这些高校的多校区管理实践,分析了自我
扩展型高校多校区管理实践中普遍存在的问题,归纳了自我扩展型高校多校区
管理实践中的启示
在前文的基础上,文章分析了 HQ 大学两校区办学的形成原因,梳理了 HQ
大学两校区管理体制沿革,介绍了 HQ 大学在不同时期采取的不同管理模式和具
体措施,总结了 HQ 大学两校区办学以来所面临的突出问题。最后,文章对 HQ
大学的两校区管理体制优化提出对策:建立运行高效的管理模式、实行院实校
虚的管理结构、建立职业化行政管理队伍、完善学校管理的民主监督、推动信
息化校园建设、进行管理业务流程再造

Abstract
With the initial completion of higher education system reform, the mergence of
universities becomes less, while self-extended universities is becoming the
mainstream pattern of multi-campus. Though a self-extended university possesses
some common features of multi-campus, it still has many its own characteristics,
which determines the specificity of the management. In this thesis HQ University is
studied and the management experience of multi-campus is also summarized. By
analyzing those, some suggestion is offered for other self-extended universities.
The features of self-extended universities are firstly summarized as, fresh, large,
dispersive and rambling. Therefore, two main factors, organizational structure and
communication mechanism, are expounded in the management system optimization.
Comparisons are made among some self-extended universities with different
organizational structures, management modes and campus orientations, to analyze the
existing problems of communication mechanism. In practice, three self-extended
universities are illustrated. After introducing their management practice, the common
problems existing in multi-campus management of self-extended universities are
analyzed. Finally, some suggestion is summed up.
Furthermore, the forming causes, developing processes of running HQ University
on the two campuses are investigated and presented, respectively. The different
management modes and concrete measures adopted by the university varies from
different periods are also introduced. On the above basis, some prominent problems
in the two-campus running process of HQ University are summarized. In the end,
some counter plans and suggestions for the HQ University management system
optimization are put forward, that is, establishing high effective management mode,
implementing college power controlling management structure, building professional
administration team, perfecting the democratic supervision, promoting the
construction of information campus, and reconstructing the management operation
flow.
