公司原来的研发组织管理体系和模式已不能适应公司发展的要求,研发能力及效
率制约着战略目标的实现,因此有必要对研发组织管理体系进行适应外资管理的
创新和探索。
通过分析西方研发项目管理的发展和总结国内研发普遍存在的问题,分析了
沃茨阀门(长沙)有限公司发展战略对研发组织管理的要求以及公司研发组织管理
目前存在的现实问题,创新地设计了公司新的研发组织管理方案。该方案主要通
过对公司技术部门的组织架构调整和重新调整,解决目前存在的问题并对沃茨阀
门(长沙)有限公司发展战略进行支撑。然后依据该研发组织管理方案提出了相应
的设计思想和原则,构建了由研发组织和工作流程等主要方面组成的研发组织管
理方案框架,该框架简洁明确的覆盖了沃茨阀门(长沙)有限公司研发组织需要改
善的主要方面,并可以通过扩展企业人力资源管理、公司销售战略和公司 ERP 信
息管理系统等方面构成完善的公司运营框架。
从研发组织和工作流程等方面设计了符合沃茨阀门(长沙)有限公司研发组织
实际情况的详细方案,并根据该方案逐步实施了公司研发管理的变革,详细分析

Abstract
American WATTS Water Industry merged the original Changsha valve works and
found new Watts Valve Changsha Co., Ltd. (CWV) in June of 2006. The new
company’s character, marketing stratagem environment and stratagem competence
will be totally changed and the R&D organizational management system and the
model will also be changed accordingly. The organization of R&D has restricted the
realization of the strategic target and it is necessary to reform the body of R&D
management.
This paper analyzes the development of western development project
management and summarizes the widespread problem of domestic research. This
paper analyzes CWV development strategy for R&D organizational management
requirements and the practical problems of CWV R&D. This paper innovative design
CWV's new R&D organization management program. The program is mainly through
the technology department’s organizational structure adjustment to solve current
problems and support CWV development strategy. The R&D organization based
performance management program and the modality of the corresponding design ideas
and principles. The R&D organizational management program framework is
consisting of the R&D organization and workflow management. The clear and concise
framework covering the CWV R&D organizations need to improve key aspects of
performance. It can also extend to corporate human resources management, corporate
sales strategy and corporate ERP information management system and other aspects
constitute a sound framework of company operations.
This paper designed the specific programs from the R&D organization and
