本文先对 KL 集团管理体制、员工队伍素质及培训现状进行了全面地了解和掌
握。然后,运用实证和综合分析的方法,全面、客观地分析了该集团培训工作存在
的问题及成因。实证分析主要以井下技术和培训管理人员这两类群体对培训活动的
认识、感受、看法和期望为出发点,进行了专项研究,有关数据信息通过问卷调查
的形式获得。综合分析主要采取查阅文献资料和与有关工作人员访谈的方式进行,
做为实证分析的重要补充。
在井下技术人员培训体系再设计过程中,紧密结合 KL 集团实际,对各类培训
资源进行了有效规划、整合和利用,运用较为前沿的培训理论和方法,按照培训体
系设计的目标和原则,在培训需求分析、培训设计、培训过程管理、培训评估和培
训保障等方面,构建了内容丰富、功能全面、方法科学、运行畅道、制度健全的井
下技术人员新培训体系,实现了培训工作的专业化、规范化和系统化,并为培训产
业化发展奠定了基础,取得了较好效果。

Abstract
At present, most domestic coal producing enterprises are facing the problem that the
underground personnel quality is low and the introduction channel is relatively narrow.
Besides, under the influence of coal industry depression in 1990s, a late start and slow
development of staff training, to some extent, have an impact on the promotion of staff
quality. To play the leading role of advanced science and technology, coal producing
enterprises must establish an underground technical personnel team with high quality.
In order to realize effective value of human capital, this thesis takes Kailuan Group
Corporation, a large-scale coal enterprise, for instance and reengineers underground
technical personnel training system.
This thesis fully understands and grasps management system, staff quality and
current training situation of Kailuan Group. Then, using empirical and comprehensive
analysis method, it entirely and objectively analyses the existing problems and their
causes of the Group training work. Empirical analysis, aiming at the training activities,
starts with the knowledge, feelings, attitudes and expectations of the two type of
groups--- the underground technology and the training management personnel. The thesis
has done special research and has obtained data and information from a questionnaire
survey. Comprehensive analysis mainly adopts the way of referring to literature data and
interview with the relevant staff, as an important supplement of the empirical analysis.
In the reengineering process of underground technical personnel training system, the
thesis, closely combining the reality of Kailuan Group, effectively plans, integrates and
utilizes all kinds of training resources. According to the objectives and principles of
training system design, it has used advanced training theories and methods. In the aspects
of training needs analysis, training design, training process management, training
assessment and training security, it establishes new underground technical personnel
training system with rich content, comprehensive function, scientific method, smooth
operation and sound system. It implements the training work of specialization,
standardization and systematization. It has laid a solid foundation for training
industrialization development and achieved good effect.
