由于产生大量气体排放，航空业正广受诟病。在全球不断重视气候变化问题，航
空业首当其冲的背景下，打造绿色机场成为了航空业热门话题。

绿色机场已经是未来势不可挡的历史潮流，因为它符合当今国际和国内发展
潮流，符合可持续发展的理念。到 2015 年，全国运输机场总数达到 230 个以上，
机场的建设和营运将处于快速发展期，绿色机场理念将是实现机场健康可持续发
展的途径。我国在建的昆明绿色机场，从新建机场的角度比较系统的阐述了绿色
机场的实现途径，但对于已经建成的机场，尚缺乏在运行中实现绿色机场发展的
指导策略。全球机场缺乏绿色建设的系统研究和实践的案例，也缺乏能够指导绿
色机场建设与管理的指标体系。

本文在第二章从绿色机场的概念出发，结合我国机场发展的实际，分析其内
涵，提出我国绿色机场建设是民航行业降低运行成本、提高管理水平、转变经营
方式、实现科学持续发展的重要途径，是机场贯彻科学发展观的体现，并结合合
美国、德国、希腊等国外机场及我国北京、上海、广州，尤其是昆明建设绿色机
场的实践经验。在第三章首先分析了成都双流机场进行绿色机场建设的必要性，
然后分别分析了成都双流机场的外部环境和内部环境存在的问题，采用 SWOT 战略
分析法提出了绿色运营管理的解决策略。最后在第四章针对成都双流机场的具体
情况，分别从绿色运营管理组织结构、绿色营销体系及其他绿色运用管理措施三
个方面对绿色运营管理策略进行了阐述。

总之本文希望通过成都双流机场的绿色运营管理研究，一方面是为其他运营
中的机场的绿色机场建设提供参考，另一方面则是希望能通过本文的研究使绿色
机场成为转变民航发展方式的切入点，为机场科学持续发展注入动力，为实现民
航强国奠定基础。

ABSTRACT
According to data released by the Intergovernmental Panel on Climate Change, the
greenhouse generated by the freight and passenger transport accounted for 23 percent of
global emission greenhouse gas, among them, carbon dioxide emissions accounted for
12%. As result from the large amounts of gas emissions, the aviation industry is widely
criticized. In the context of the world’s constant attention to the issue of climate change,
and the aviation industry bears the brunt, to build a green airport has become a hot topic
in the aviation industry.
Green airport is the irresistible historical trend in the future, because that it is
consistent with today’s international and domestic development trend, and that is in line
with the concept of sustainable development. By 2015, the total number of airports is to
reach more than 230, the construction and operation of the airport will be in a phase of
rapid development, and the concept of Green Airport will be ways to achieve the
sustainable health development of airports. The green airport of Kunming which is
building in China describes systematically the ways of green airport from the
perspective newly building airport. However, the newly built airport is still lack of
guiding strategies to achieve the development of Green airport in operation. The global
airport has a lack of green building research and practice case, and also a lack of the
indicator system which can guide the construction and management of green airport.
In the second chapter, this paper combines with the actual development of our
airports, analyses its meaning from the concept of green airport. It proposes that the
construction of China’s green airport is the important ways to reduce operating costs for
civil aviation industry, to improve management levels, to change the mode of operation,
and to achieve the sustainable development. It is also the embodiment of implementing
the scientific development, and it combines with the practical experiences of foreign
airports in the United States, Germany, Greece, as well with China’s Beijing, Shanghai,
and Guangzhou, in particular, the building green airport of Kunming. In the third
chapter, it first analyzes the necessity of green airport construction of Chengdu
Shuangliu Airport. And then, it analyzes the problems of the external environment and
internal environment of Chengdu Shuangliu Airport, and proposes the solution strategy
of green operations management by using the SWOT Strategic analysis method. Finally,
in chapter four, the author describes respectively the green operations management from
the three aspects: the organizational structure of green operations management, green
marketing system, and other green operations management measures.
In short, through the green operations management research of Chengdu Shuangliu
Airport, on the one hand, this article hopes to provide a reference for the green airport
construction of others airports in operation, on the other hand, this paper hopes to make
the green airport become an entry point to transferring the ways to develop the civil
aviation, inject momentum for the continued scientific development of the airport and
lay the foundation for the realization of civil aviation powers to the country.
