改革幵发以来,我国民航发展也取得了长足的进步,航空运输增速位于全球
首位,民航业已经成为推动我国社会经济稳步增长的重要推动力。在航空市场旺
盛需求的背景下,民航基础设施建设滞后、空域资源的紧张、协调管理难度增加
等矛盾已日益突显,航班延误等突出问题已经严重影响和阻碍了我国民航健康持
续的发展。机场作为民航运输服务的重要载体,其机场运营水平的高低直接关系
和影响整个民航运输效率和服务水平。
目前,机场运营管理外部受限于空管部门流控因素及航空公司航班运力调配
等多方面因素的制约,机场在运营体系中的主导地位缺失,难以从全局角度掌控
和优化航空资源;内部受限于业务相对独立,信息沟通渠道不畅,缺乏灵活合理
的资源调配,地面服务作业能力较弱。因此,如何建立空地协同一体化的运行机
制对于提升机场运营管理至关重要。
本文在大量业务调研和理论研究的基础上,结果表明,我国机场整体运营效
率相对无效,一方面是由于机场信息化建设相对滞后,导致规模效益难以显现,
另一方面,随着机场规模的不断扩大,运营难度与复杂度急剧上升,信息化管理
能力相对较弱,信息资源难以共享和利用,信息系统难以发挥其最大效能。结合
协同理论和相关实践的研究,本文以优化机场信息化管理能力为出发点,提出建
立协同信息平台的解决思路和基于SOA架构的设计理念与实现方法,并从制度、
人才、资金和产权四个方面提出相应的保障措施和先决条件,确保、同信息平台
能够充分发挥其效能,以此改进和提升机场整体的运营管理能力。

RESEARCH ON THE COLLABORATIVE INFORMATION
PLATFORM TO IMPROVEAIRPORT OPERATION
ABSTRACT
Since the reform and implementation of open policy, Chinese civil aviation has
made considerable advancement, and the growth rate of air transport has achieved
first place in the world. The civil aviation industry has become a very significant
driving force of economic growth in China. In the background of this strong demand
for an aviation market, there are some prominent issues severely affecting and
impeding the development of civil aviation, including the fact that infrastructure
construction still lags behind other countries, airspace resources are tight, and
increasing difficulties in management. Since the airports are the most important
carriers of air transportation services, their methods of operation and management will
influence the efficiency and service standards of the whole air transportation industry.
Presently, the management of flight operations is limited by air traffic control,
launching the aircraft, etc,which means that airports are unable to play a dominating
role within the operating system,and it is very difficult to control and optimize the air
resources. Airport operations management is limited within by the following factors:
employees are independent, communications are not smooth, and lack of flexible
resource allocation. So, how an air-ground system integration is established is very
important for the promotion of effectively managing airport operations.
In this essay, I will evaluate and analyze the influences that affect the investment
of information technology, as well as the capacity and efficiency of the management
of airport operations. The result shows that there are two aspect that lead airports to
operate inefficiently in China. On the one hand, the construction of information,
which leads other economies, is very difficult to obtain. On the other hand,
operational difficulties and complexity, combined with the rapid spread and scope of
airports, the weak abilities of information management, and the extreme difficulty
there is in sharing and using information resources, result in a system that does not
operate at maximum efficiency. In this essay, I will provide solutions and methods on
how to establish and better realize an information platform based on the framework of
SOA. Additionally, I will put forward the appropriate measures that need to be taken
and conditions implemented for system, personnel, funds, and property rights in order

to ensure the information platform is effective, as wells as improve and enhance the
managerial capabilities of the entire airport operations system.
