摘 要
我国汽车零部件制造企业面临着日趋严峻的市场竞争。总体来说,国际品牌的
汽车零部件在品质上优于国内企业生产制造的产品,在竞争力上也强于国内企业。
因此国内企业要引进先进的管理方式,努力提升产品品质,增强竞争力。本论文基
于 DF 汽车传动轴有限公司的案例,探讨其推进方针管理的策略,本研究有利于该公
司提升公司竞争力,也为其他汽车零部件企业的管理方法策略选择提供借鉴意义。
方针管理是企业为实现中长期目标为目的,结合年度经营方针,充分调动职工
积极性,将目标值层层细化展开加以落实的一种科学管理方法。本论文在方针管理
的理论基础,以及对汽车零部件行业竞争环境进行分析的基础上,以 DF 汽车传动轴
有限公司为案例,分析其方针管理实施的现状,包括推行过程中的问题和原因分析,
最后提出相应的对策建议。
本论文研究结果表明,推行方针管理首先是注重持续改善管理理念,要设定具
有挑战性的目标为工作指向。其次是强调对数据化流程管理的重要性,要建立好流
程化的数据管理才能最终将方针管理的各项工作落到实处。第三是要将关键业绩指
标与方针目标进行紧密的结合,将方针管理与各部门的关键业绩指标并行起来进行
工作策划与过程管控。

Abstract
China's auto parts manufacturing industry is facing the increasingly tough
competitions. Generally, the quality of auto parts products of international brands is better
than domestic brands, as well as the competitive ability. Therefore, it’s important for
domestic enterprises to introduce advanced management methods to enhance
competitiveness and improve product quality. This thesis explored the strategy of
implementing policy management based on a auto part company in China which will
benefit for the development of other companies when they will introduce new
management methods.
The policy management aims to achieve the long-term goal of the enterprises while
combining with the annual strategy. And it is a scientific management method by
decomposing goals into sub-goals and fully motivating the employees. Based on the
perspective of policy management theory and the analysis of competitive environment of
the auto parts industry, this thesis took the DF Motor Propeller Shaft corporate as the case
and explored the process of the policy management implementation. It analyzed the
problems and causes during the implementation process. Finally, it tried to put forward
some practical suggestions.
The results of this thesis indicate that firms should focus on continuously improving
management philosophy, to set challenging goals for the work. Then the data flow
management is important so that firms should establish a good process-oriented data
management for the final implementation of the policies. In addition, firms should
combine the key performance indicators with policy objectives and take necessary and
effective process control to ensure the goals realization. .
