摘 要
随着20世纪80年代新技术革命的兴起,以美国为首的西方国家正在逐步推行
“军民一体化”发展模式,以促进国防建设与经济发展的良性互动。我国国防部和
中央军委也要求军工企业必须建立和完善军民结合、寓军于民的武器装备科研生产
体系,以加速军工和民用技术相互转化。军工企业发展民品已成为各国国防工业发
展的必然趋势。
QS公司作为纯军品的国有独资军工企业,出于对自身发展的迫切需求,也在积
极探索民品的发展问题,期望通过借助军工的资源优势开发民品。然而在现实的民
品开发过程中,由于军民品开发存在着较大的差异,QS公司借用军品幵发流程进行
民品开发的过程中出现了一系列问题,反而阻碍了民品的发展。基于军工企业“一
个平台两种模式”的产品幵发流程创新管理思路,在保证充分利用军工资源优势的
前提下,结合民品幵发的特点,运用先进的阶段关口流程理论,对军品开发流程进
行民品适应性改进,构建民品开发阶段关口流程体系,实现军工企业将民品快速成
功地推向市场,是军工企业QS公司发展民品的最佳途径。
本文针对军工企业QS公司提出的适合民品幵发的阶段关口流程体系,具有一
定的系统性、较强的实用性和可操作性,对类似的军工企业发展民品同样具有很好
的指导和借鉴作用。同时本文提出的流程管理改进办法,对进一步提升QS公司的
企业整体管理水平也具有一定的指导意义。

Since the beginning of new technology revolution in 1980s, western
countries led by the US have been gradually implemented the Unification
Development Pattern of Military and Civil Products to promote the benign
interaction of national defense construction and economic development. Our
National Defense Ministry and Central Military Committee of China
Communist Party also have demanded that military enterprises must
establish complete military and civil products development combination
system in which military weapons research, development and production
must interact with civil ones to prompt the transformation between military
industrial and civil technology. That the military industrial enterprises
develop and produce civil products has become a necessary trend in the
various countries in the world.
As a state-owned pure military industry enterprise, QS has been actively
seeking development of civil products due to existence needs, hoping to
develop civil products by means of military technology and resource
advantages of itself. But because of the big difference between military and

Abstract
civil product developments, a series of problems arose in QS during the
developing of civil products by means of military product technology and
development process, which on the contrary hindered the development of
civil products. Guided by the innovative management idea of one platform
with two patterns of military enterprises product development process,
applying the advanced Stage-gate Process theory, using military product
development process to adapt civil product development and construction
Stage-gate Process system of civil products development to realize military
enterprise putting civil product into market rapidly under the condition of
making full use of military technology and resource and fully considering
the characteristics of civil product development, are the best ways to
develop civil products of QS company.
Based on military product development experience of QS company, this
article presents the Stage-gate Process system which is very practical,
operational and to some degree systematic. It has the good guidance and
reference roles for analogous national military industrial enterprises that
want to develop civil products. The process management improvement
methods presented by this article also have certain guiding importance for
further promoting the whole enterprise management level of QS company.
