摘 要
近年来,一方面,我国经济社会的持续快速发展给基础设施建设企业带来了
巨大的发展机遇,另一方面,由于国家经济结构调整和货币政策趋紧使得固定资
产投资的增速明显放缓,基础设施建设企业融资难的问题日益突出,交通建设行
业整体景气指数下行。置身于发展关键时期的九州交通建设工程公司(以下简称
为九州公司),如何利用自身优势,抓住机遇,及时调整经营战略,是公司持
续、健康、稳定发展所要解决的关键问题。
本文首先明确了选题的背景、国内外相关研究综述、主要研究内容及研究框
架、研究方法等。并在分析交通建设行业所处的外部环境的基础上,对九州公司
在不同历史时期的经营战略情况进行了回顾和总结,着重分析了公司历次经营战
略调整的必要性、需要克服的困难、采取的应对措施以及所取得的绩效评价,并
对九州公司经营战略的现状进行了总结。在此基础上,对九州公司目前所存在的
问题进行了梳理和分析,着重强调指出了企业所面临问题的严重性,以及企业进
行战略调整的紧迫性和必要性。最后,根据九州公司的实际情况,结合对公司经
营战略现状的评估,从完善法人治理结构、坚持多元化发展、经营方式多样化、
加大人才储备及培养力度、促进技术创新和加快海外市场拓展等方面提出了改进
的建议并得出结论。
论文运用战略管理相关理论,在对公司经营战略进行深入剖析的基础上,立
足于长期稳定发展,提出了公司经营战略的改进建议,对九州公司的长远发展具
有较强的指导意义。

ABSTRACT
In recent years, on the one hand, the sustained and rapid development of
China's economy and society bring huge opportunities to the infrastructure
construction enterprises, on the other hand, the adjustment of national
economy structure and tightening monetary policy make the growth of fixed
asset investment slow down obviously. What’s more, it becomes prominent
that infrastructure construction enterprises financing is more and more
difficult, the boom index of the traffic construction industry is descending
overall. During the critical period, for the JiuZhou traffic construction
engineering company (hereinafter referred to as the JiuZhou company), the
key problem that the company need to solved is how to use the advantages
and seize the opportunity and timely adjust operating strategies.
This paper firstly introduces the background, Summary of the related
research at home and abroad, the main research content and research
framework, research methods, and so on. Based on the analysis of the
external environment of traffic construction industry located, then reviewed
and summarized management strategies of JiuZhou company in different
periods, focused on the analysis of the previous business strategy adjustment
necessity, the difficulties that need to overcome, the measures that shoud be
taken,and the performance evaluation, And summarized the present
situation of the management strategy of JiuZhou company. On the basis all of
this, combing and analysis the problem of the JiuZhou company that exists at
present, emphasized the seriousness of the problem that the enterprise facing,
As well as the urgency and necessity that the enterprise carries on the
strategic adjustment. Finally, according to the actual situation of the JiuZhoucompany,
combined with the appraisal of the company management strategy
present situation, the paper puts forward suggestions including improving the
governance structure of the corporate, adhering to the diversified
development, operation mode diversification, strengthen reserving and
training the talent, promoting the innovation of technology and speeding up
the overseas market development, and draws a conclusion at last.
Aimed at JiuZhou company's long-term development, this paper applies
strategic management theory to deeply analyze the operating strategy of the
company, and puts forward some suggestions to improve the operating
strategy which has a guiding significance.
