Abstract
A Feasible Study on the Preliminary Construction of Hunchun
Investment Company in International Logistics Development Zone
With the improvement of the market economy system in our country, economy
is developing at a high speed; and with the need of the specialized and socialized
division of labor in logistics, the vast logistics market is gradually formed, the
advanced concept, techniques and fund are injecting into China; The government and
society pay more attention on logistics than before, modern logistics has become an
important industry and it is flourishing. In order to implement “Revitalization of
northeast China old industrial base” strategy, seize the opportunity of Outline of
China's Tumen River Area Development Plan – considering Changchun
-JIlin-Tumen River area as a pilot zone, and build China Tumen River
Area(Hunchun)—International Cooperation Demonstration Zone in an all-round
way；subject to the State and Jilin province’s logistics restructuring and revitalization
requirement, this paper made an in-depth research from all angles, such as the
economic environment, industrial structure, development trend, current development
situation and future tendency, and location advantage of Hunchun city, and put
forward to build the project of Jilin Hunchun Investment Company in International
Logistics Development Zone, establish the important position of Hunchun as the
window city of Changchun-JIlin-Tumen River Area pilot zone, turn the location
advantage, resources advantage, policy and strategy advantage into economic and
social development advantage, then achieve a better and faster sustainable
development by leaps and bounds.
The project is located in the south of Changlingzi highway Chunjing-Zhibian
section, east of Fangchuan highway Chunjing-Dongxing section, north of Manchurian
Tiger Natural Reserve buffer line, which formed an inverted triangle area. The
geographic advantages is obvious, since it faces the Northeast Railway Transshipment
Station on the east, connects Hunchun-Ulanhot freeway to the north, and only oneIV
road away from Hunchun Border Economic Cooperation Zone. This paper fully
analyzes the current situations and trend of social economy, border trade, port
logistics, industry, commerce, agriculture and other specialized markets of Jilin
province, Heilongjiang Province, Yanbian area, Hunchun city and border areas of
China and North Korea, indicates the necessity of constructing Hunchun Investment
Company project in International Logistics Development Zone. It determined the
development thoughts, strategic positioninf, development objectives, the project
content and scale, put forward the development strategy and scheme, operational
strategy，finished the analysis of the profit pattern, economic benefit, investment risk,
coping strategy and supportive policy.
The development thought of the International Logistics Development Zone is
“Facing northeast China”, “Facing northeast Asia” and“Go international”. It would
bring the material flow, trade flow, fund flow and information flow together, and
build a logistics service platform that consists of Northeast Asia Railway Logistics
Center, Pohang Logistics Center, Road- Rail-Water Multimodal Transportation Center,
Grain Logistics Center, Bonded Logistic Center, Highway Freight Center, Public
Warehouse Distribution Center, Coal Logistic Center, Refrigerated Logistics Center; a
trade service platform that consists of International Smallware Trade Center,
Building Materials Trade Center, Agriculture Product Trade Center, Aquatic Product
Trade Center; an operating and supporting platform that consists of Logistics Base,
IOT Platform, Logistics Production-Study-Research Base, E-commerce Platform and
Life Supporting Service. It is based on the eastern part of northeast China, serves
northeast China and border areas of China- Russia-DPRK, radiates Northeast Asia
and the north and south China, connects to the international logistics development
zones in European and American areas. This project is in accord with the strategic
plan of logistics development in Jilin province and Yanbian prefecture. It is beneficial
to the achievement of Hunchun social and economic development objectives. It will
become a new growth economic point of Hunchun with good economic and social
benefits.

济区域内部和不同经济区域间的联系、降低社会生产总成本、推动地区经济社
会发展具备了不可替代的作用。而物流园区的规划建设成为了促进现代物流发
展的突破口和重要平台。珲春市位于图们江下游、东北亚核心地带，是环日本
海区域海、陆、空联运中心，东南与俄罗斯滨海边疆区接壤，西南隔图们江与
朝鲜相邻。这里中、朝、俄三国陆路相连，中、朝、俄、韩、日五国水路相通。
自 1992 年被国务院批准为全国首批进一步对外开放沿边城市以来，经过 20 年
