摘要
在工程项目的整个过程中,采购是贯穿其中作为项目进行的主要环节。采购管
理也是工程项目中甲方为了控制成本,增强市场竞争力的有效手段和途径。工程项
目为了顺利开展和完成,必然会通过降低采购成本进行费用的有效控制和管理。因
此,在此过程中,工程项目的采购管理也显得非常重要
在现代高科技迅速发展的时代里,特别是互联网技术的广泛应用,使得信息传
递得得以广泛而快速,地区之间的界限也变得越来越模糊,整个地球人员之间的沟
通也变得越来越畅通无阻,非常便捷。在此环境下,各跨国企业层出不穷,利用全
球化的优势,不断满足广大消费全体的消费水平和消费需求的多样化,个性化。企
业想在这快速变化的市场中求生存,在如此激烈的竞争环境中赢得广大消费者的青
睐,必然会采取改进产品的原材料,选用低成本的替代产品,这些途径在短期看来
是有效的,但长期来看,降低产品的成本必然是有限的,暂时的,因为企业还停留
在各自的单个经营模式,没有脱离出传统的采购经营理念和管理方式,在现代社会
的发展中,已发现这样的模式越来越不能适应企业的发展。因此,企业开始重视对
整个供应链的研究和实践,形成比较完整的供应链管理理念和体系,但企业之间的
管理和特点千差万别,处于供应链上的各个企业也都不尽相同,要想找到适合本企
业,本项目的采购方式也非常的关键,提高整个供应链的效率,对处于供应链上的
供应商的管理都是目前企业需要积极面对和思考的问题
本文主要以 A 外资企业为研究对象,将传统物资采购管理问题扩展到供应链管
理环境下,力图构建面向供应链的采购组织结构体系和供应商选择指标评价体系,
结合业务流程再造理论优化采购业务流程,并在协同供应链系统中固化,旨在解决
A 外资企业中相关问题

Abstract
In the whole process of engineering project, purchasing is the main part which runs
for project. Through purchasing management in the project to control costs, enhance the
market competitiveness of the effective means and ways. To carry out and complete an
Engineering project successfully, effective control and management will inevitably
achieved by reducing the cost of purchasing. Therefore, in the process, the project
purchasing management is also very important.
In the era of rapid development of modern technology, especially the extensive
application of Internet technology, make the information transmission to be extensive and
rapid, boundaries between regions has become increasingly blurred, personnel
communication on the earth has become more and more smoothly, it is very convenient.
In this environment, the multinational enterprises emerge in an endless stream, using the
advantages of globalization, to continuously meet the diversification and personality of
the consumption level and consumption demand from customer. Enterprises want to
survive in this fast changing market, to win the favor of consumers in such a competitive
environment, they need to improve the raw materials of the product, choose low cost as
alternative, these pathways seems to be effective in the short term, but in the long run,
reducing the product cost is necessarily limited, temporary, because enterprises still
remain in the single business model, they haven’t divorced from the traditional
purchasing management concept and management mode. In the development of modern
society, they have found that the pattern can’t adapt to the development of enterprises.
Therefore, enterprises begin to attach importance to the study and practice of the whole
supply chain, it has formed a relatively completed supply chain management concept and
system, but there is many difference existing in the ways of management and
characteristics between enterprises, they are all different for all enterprises in the supply
chain, so it is very important to find a suitable procurement mode for the enterprise. To
improve the efficiency of the whole supply chain and supplier management in the supply
chain are the key issues that enterprise needs to face and think about.

In this paper, by A foreign enterprise as the research object, extending the traditional
material purchasing management to supply chain management environment, trying to
build procurement organization structure system for supply chain and supplier selection
index evaluation system, combined with the optimization of procurement business
processes, business process reengineering theory and curing in the collaborative supply
chain system, aims to solve the related problems in A foreign capital enterprise.
