水是生命之源，是人类维持生命的第一粮食，随着人们对高品质生活的不断追求，
用水安全与保障受到大家的更多关注。广州市自来水公司是一家具有垄断性质的集自来
水生产、经营为一体的大型国有企业，其用户为广州千万市民。社区是城市的基本构成
要素，正是一个个社区为千万市民提供了生活的场所，因此要提供市民满意的自来水就
必须服务好每个社区。
本文首选综述了选题研究的背景、目的和意义，通过社会责任概述，简述了国内外
企业社会责任研究情况，研究表明，自来水公司履行好社区责任一方面要求以社区为落
脚点，做好本职工作，同时要想方设法主动为市民提供更加优质的产品和服务，满足每
个社区的用水需求。文章介绍了广州市自来水公司在履行社区责任方面所做的主要工
作，该公司在为市民提供基本供水服务的基础上，本着更好服务市民的宗旨，主动从严
要求自己，以社区为单位进行了一系列服务升级，主动承担了包括二次供水水池保洁工
程、抄表到户工程、管网改造工程等在内的系列重大民生工程，本人通过自己在该公司
多年的工作经历，结合对自来水公司客户的访谈和调查，同时分析了该公司履行社区责
任方面存在的不足。最后，本文就文中所提到的主要问题一一提出对策，就如何做好源
水安全保障工作、二次供水工作等给出有效解决方案。希望可以为供水企业甚至更多国
有企业履行社区责任提供参考和借鉴。

ABSTRACT
With China&39;s rapid economic development, enterprises have a deeper recognize of social
responsibility, an enterprise who want to keep sustainable development, in addition to
improve the enterprise management, but also must to fulfill their social responsibilities, to get
more recognition from people. A large number of research and practice show that an
enterprise which have a better development also fulfill the social responsibility better.
Water is the source of life and also the first human food to sustain life, as people
continue to pursue high quality of life, water safety and security has received more attention.
Guangzhou water-supply company is a company with water production, operating as one of
the large-scale state-owned enterprise, which have tens of millions of customer in Guangzhou.
To provide the public with high-quality water must supply a good service for each community,
because the community is a basic composition of the city, just hundreds of communities
supply the tens of millions of citizens with a place to live.
This paper first introduces the research background, purpose and the significance, with
the social responsibility summary, we have a recognize of social responsibility of enterprises
in china and abroad briefly, Research shows that, a water-supply company want to fulfill
community responsibility not only do a good job, but also have to try various devices to take
the initiative to provide more quality products and service to the public, meet the needs of
each community&39;s demand for water. The paper introduces the main work of Guangzhou
water-supply company did in fulfilling community responsibility, with my experience in the
company for many years of work, according to the water company customer interviews and
survey analysis of the company, we also can find that their have a weak and we can do better
for the community responsibility. Finally, this article solve the problems which mentioned in
the paper, just as water pressure, detonation of tube, puts forward some countermeasures on
how to do well on water security, given in the second time supply of water, completes the
pipeline maintenance, maintenance work and other effective solution. We have a good hope
for the water supply enterprises and even more state-owned enterprises fulfill community
responsibility better and can learn something from this paper.
