本文首先阐述了课题的研究背景以及意义,系统的阐述了安全的内涵,安全管
理的定义、工作内容、对象和性质以及基本观点等理论知识,并客观细致的分析了
三种安全管理的体系;其次,从人员的基本要求与安全可靠性、发电企业机器的特
性与安全可靠性、作业环境、安全管理四个方面客观的分析了企业安全管理的特点,
并分析了发电企业安全管理存在的问题和发电企业进行安全管理的必要性;最后,
基于安全管理体系的构建原理和国华企业的现状,本文从体系运作与责任落实、风
险评估、人的因素、企业设备因素、环境因素、管理因素、信息因素、企业文化因
素八个方面构建了发电企业的安全管理体系,并对每个子指标进行解释说明和范围
界定,并着重的分析了安全管理体系在国华企业的应用价值。研究表明,本文提出
的发电企业的安全管理体系切实可行,具有重要的应用价值和实践意义。

Abstract
With economic development and social progress, people's living standards are improving,
demand is also showing an increasing trend, so we must ensure the health of the power
industry, sustainable and effective development. The power industry is the basis for national
economic development,once the power industry accidents, the country's economic
development and social stability will be a great extent. So safety is the power of enterprise
development and growth of the sufficient conditions, security management has become the
focus of research and power generation companies control subjects, the study power
generation enterprise security management has important research value and practical
significance.
This paper describes the research background and significance, first of all, the system
describes the content security, security management, the definition of work content, object
and nature of theoretical knowledge of the basic viewpoints, and an objective and detailed
analysis of the three types of safety management system; Secondly, from the basic
requirements for personnel reliability and security,power generation companies and the
security and reliability characteristics of the machine, operating environment and safety
management objective analysis of four aspects of the enterprise security management features,
and analysis of existing power generation enterprise security management problems and
generating the need for safety management companies; Finally, the Security Management
System based on the principle and national enterprises in China, this paper and the
responsibility to implement the operation from the system, risk assessment, human factors,
business equipment factors, environmental factors, management factors, information factors,
cultural factors enterprises build power plants in eight aspects of safety management system,
and an explanation of each sub-index and define the scope and focus on the analysis of the
safety management system in the country value of enterprises in China. Studies show that the
proposed power generation feasible enterprise security management system has important
application value and practical significance.
