本文在对企业信息化战略规划理论及模型、IT战略的规划方法论进行文献综述的基
础上,重点以HFD医疗器械(上海)有限公司的信息化战略规划与实施为具体案例,分析
HFD公司的企业战略、H组织架构、基础架构,管理安全以及应用系统架构,并总结公
司信息化及其战略存在的问题。通过公司业务发展对客户关系管理、电子商务、业务智
能等信息系统的需求。并在战略一致性理论的基础上,结合平衡记分卡等方法,提出HFD
公司的信息化战略使命和愿景,设计出公司信息化战略的框架,最终规划出公司信息化
战略总体方案,并提出建立新的信息系统构架包括核心系统、数据中心、应用服务和第
三方系统,分析实施过程中遇到的困难,对实施的效果在IT能力和公司业绩两方面做
了评估,验证了 HFD公司IT战略达到既定目标。

Abstract
With the rapid development of economic globalization and information, IT and
commercial activities are interlaced together inseparably.IT has become one of the most
important weapons to cope with the fierce competition. Enterprise information can drive
business innovation and upgrading, and improve the management level and competitiveness.
In this situation, it is a huge challenge for enterprises to change their ideas, adapt to the new
competitiveness and enhance the competitive advantage. It is essential for enterprises to
make better IT strategic planning in order to take advantage of the information systems in the
business changing and gain from the investment.
The thesis, based on the literature review of enterprise IT strategy planning model and IT
strategic planning methodology, emphasizes on the analysis of a real case about HFD Medical
Instrument Company IT strategy planning, makes the analysis of HFD enterprise strategy, IT
organizational structure, IT infrastructure, security management and application system
architecture then summaries problems of HFD IT/IS and its strategy. Through the IT
requirements about CRM, E-commerce and business intelligence, based on the strategic
alignment theory and the combination of balanced scorecard and other methods, the thesis
proposes HFD IT strategic mission and vision, designs the framework of the company's
information technology strategy. Then the thesis proposes the overall solution of HFD IT
strategic planning and the establishment of a new information system architecture including
core systems, data centers, application services and third-party systems. The thesis makes the
further analysis about the effect and the difficulties of the implementation process to verify
the achievement of the stated objectives of the HFD IT strategy.
