航空航天系统装备的高质量、高性能、高可靠、抗恶劣环境等方面的能力越来越依
赖于装备中的电子成分:软件和硬件。因而提升技术研发手段,改善设计思路,优化流
程管理,确保质量与可靠性就成为今天研发包括航空航天等在内的高科技应用的必由之
路。
本文在深入调研W研究院技术研发管理现状的基础上,研究了 W研究院技术研发组
织体系、产品研发特点、技术研发软件工具体系,并对W研究院技术研发管理面临的问
题进行了分析,W研究院技术研发管理的不足之处有公共基础模块、项目管理和流程培
训,针对性的改进建议包括:(1)在组织战略层面强调公共基础模块;(2)通过信息化
手段对快速迭代过程进行项目管理;(3)加强对流程和工具的培训。然后结合研发管理
的主要理论和实践,提出了建立板级电子电路设计平台并进行了总体设计。最后研究了
板级电子电路设计平台的建设方案和实施方案,并对平台的应用效果进行了预期分析。

At present,Aerospace Science and industry of China are in the period of
important strategic opportunities which has most tasks,fastest growing,fierce
competition in history. Space institute of radio technology of Xl'an maintain
35% growth speed of development each year since the 11th five-year plan.
During the 12th five-year plan a year is expected to reach 50% growth rate.
Aerospace systems and equipment of high quality, high performance, high
reliability, resistance to harsh environments and the ability of are more and more
dependent on the equipment of electronic components: hardware and
software.So the promotion of R & D means, improve the design train of thought,
to optimize the process management, ensure the quality and reliability has
become the route one must take in the high-tech application including aerospace
today.
This paper is based on in-depth research of the technology research and
development of Xl'an Space Institute of radio technology.First It studies the
technology R&D organization system, product development, technology
research and development of software tools system, analyses the problems of
R&D management.Then with IPD theory,EDA concept and related domestic
