本文通过对该项目的组织环境、风险管理、成本估算及资源等方面的总体考量和评
估,经过理论与实际相结合的方法进行论证分析。并在项目论证过程中采用了资源平衡
与优化和项目的工作分解结构WDS与项目的关键路径PDM等一系列方法进行组合分析,在
理论的基础上结合本项目的地域性和实际情况,制定出了一套适用于本项目科学的“营
运方案”。为该项目的决策者提供了合理的决策依据。也使其该项目在进度、资源及资
金等上得到了更充分合理的分配和应用。确保了该项目的顺利实施。
本文取得主要研究成果:(1)项目研究管理的目的是将科学的系列理论充分的应
用到项目中进行系统的分析论证,为项目提供决策依据和达到预期的效果。本研究通对
项目的启动、规划、实施、监控和收尾等进行系统的分析论证,提出了科学合理化的建
设思路。(2)项目的建设目标明确,符合国家及云南当地的产业政策。该建设项目不
仅符合国家提出的国家十二五规划与发展纲要的政策,而且与云南的经济发展战略极为
吻合;具有十分重要的意义。

Abstract
China's Aluminum foils packaging for medicine is developed in the 1980s,
so the contribution rate of this industry to the whole pharmaceutical industry is
lower compared to the developed countries. It is account for pharmaceutical
value of more than 30% in the western developed countries, but it's still less than
10% in China. The industry is mainly concentrated in Guangdong, Jiangsu and
Shanxi provinces at present. The difference in equipment between the domestic
large-scale enterprises and foreign enterprises is not big but the gap in the
industrial environment and the core technology is big, especially in the research
and development of new materials. So the requirement to improve the new
technology is urgent. China will focus on the development of Aluminum foils
packaging for medicine in the coming period according to the planning, so this
project provides an excellent opportunity. According to the Food machinery
website report' the United States of Cleveland ( July 12, 2011). According to the
newest issuance report of Freedonia Group, Inc. whose general headquarters
located in Cleveland of the United States that the expected global requirement of
pharmaceutical packaging will present 5.5% annual growth reaching 62 billion
dollars by 2015 ’.
By general considerations and assessment of the organization of the project
environment, risk management, cost estimation and resource analysis, by using
the method of combining theory and practice and appraisal in this article to
make reasonable arrangements to the progress of the project, to effectively use
