摘 要
人口和计划生育工作是一项十分复杂的社会系统工程,量大面广、业务性强,必
须要有一支政治上靠得住、工作上有能力、作风上过得硬、人民群众信得过的高素质
计生干部队伍。随着人口计生工作的不断深入,稳定低生育水平统筹解决人口问题、
促进人口长期均衡发展已经越来越成为人口计生工作的鲜明主题,它对广大人口计生
干部提出了更高、更严、更具体的要求。为此,打造政治坚定、业务精湛、作风扎实、
与时俱进的计生干部队伍是摆在人口计生部门面前一个严肃而迫切需要解决的课题。

首先,本文从人力资源规划的定义、内容、制定流程、意义以及供需预测方法等
几个方面进行了理论阐述。

其次,理论联系实际,通过对南幵区人口计生系统现有人力资源的现状和存在的
问题进行调研、分析,使用组织调研、人员信息采集、数理统计分析、现状规划法等
研究方法,预测了南开区人口计生系统未来两年的人力资源供求情况。

再次,根据南开区人口计生事业发展的需要及人力资源规划方案,提出了针对性
的人力资源规划举措、对策及建议。

本文希望通过南开区人口计生系统人力资源规划的实践应用,探索出适合人口计
生系统现状并能为其带来竞争优势的人力资源规划方法、流程。本文对人口计生系统
转变人力资源管理模式,完善人力资源管理体系,加强计生干部队伍建设,满足人口
计生事业发展对人力资源的需求等方面具有一定的参考和借鉴意义。

ABSTRACT
Population and family planning is a very complicated social system project with a wide
range and professional field, it must have a family planning cadres which is reliable in
politics, competent in work, qualified in code of conduct and trustworthy of the masses. With
the deepening of family planning work, stabilizing low fertility level co-ordination to
address population issue, and promote long-term balanced population development has
increasingly become a distinct theme of family planning work. It requires a higher, more
stringent and more specific responsibilities of most of the population and family planning
cadres. As a result, we give the priority issue to create a family planning cadre who are firm
in politics, specialized in business, solid in conduct and always keep pace with the time.
First, this essay illustrates theoretically of the definition of human resource and its
planning, content, the development aspects of the process, meaning, as well as the supply
and the demand.
Second,the author puts theories into practice, researches the existing human resources
in family planning system of Nankai District according to the current situation and existing
problems, using the means of researching, organizing, collecting, analysng the statistics, and
other methods to predict the supply and the demand of family planning system of human
resources in Nankai District in the following two years.
Third, this essay provides the human resources planning ideas, measures and protected
approaches according to the needs of population and family planning career development
and human resources planning of the Nankai District.
This essay aims to explore the human resources planning for population and family
planning and to bring competitive advantage through the practical application of human
resource planning in family planning system in Nankai District. This essay is meaningful to
the transformation of family planning system into human resource management model,
improve human resources management system, and strengthen the construction of IPPF and
to meet the needs of the population and family planning career development of human
resources.
