卫生行业作为一个知识密集型行业,决定了人才对卫生事业发展的核心作用。随
着曲靖市经济社会的快速发展和医药卫生体制改革的不断深化,人民群众对医疗卫生
服务的需求呈增长态势,这就需要一大批卫生专业技术人才来支撑,需要通过人才的
流动来优化卫生人才资源配置,实现人才效用的最大化。然而,由于曲靖市的人才市
场发育不成熟,体制不完善,没有形成一个良好的人才流动机制,使得区域内卫生人
才流失化、无序化、盲目化的流动,严重阻碍了曲靖市卫生人力资源的优化配置。因
此,从机制层面对曲靖市卫生人才流动进行研究,构建良性人才流动机制,遏制人才
流失,对推动曲靖市卫生事业健康发展具有积极的现实意义。
本文运用文献研究、统计分析、问卷调査、案例分析等方法,利用人力资源管理
学、心理学、经济学等理论知识,对曲靖市人才流动机制进行了分析研究。首先,综
述了国内外人才流动相关研究概况,对人才流动理论进行了分析,厘清了相关概念。
其次,依据资料阐述了曲靖市卫生系统人才流动情况,分析人才流动机制不良导致的
主要问题是人才的流失。最后,从完善人才配置体系、建立政府引导流动机制、创新
人才柔性流动机制、创新人才评价机制、建立人才流失预警机制等方面,研究提出了
促进曲靖市卫生系统人才合理流动的对策。

Abstract
Since health industry is a knowledge-intensive industry, talent plays a central role in
the development of health care. With the rapid development of economy and society in
Qujing ,and the constant deepening of medical and health system. People's demand for
health care services showed a rising trend. This requires a large number of professional and
technical personnel. At the same time, we also need to optimize the allocation of resources
through the flow of talent to maximize the effectiveness of personnel. However, as the
talent market in Qujing is immature, and the mechanism is imperfect,a good talent flow
mechanism is not formed. This makes the flow of health talent in Qujing loss,unordered,
and blind, and brings a serious impediment to the optimal allocation of human resources for
health in Qujing. Therefore, a research about the flow of health talent in Qujing from the
mechanism, building a virtuous talent flow mechanism to stop the loss of talent, is positive
and significant to promote the healthy development of health care in Qujing。
Literature research, statistical analysis, surveys, case studies and other methods are
used in this paper, theoretical knowledge of human resource management, psychology ,
economics and so on are to analyze the talent flow mechanism in Qujing. First, review the
profiles of domestic and foreign research about the talent flow, and talent flow theory are
analyzed to clarify the concepts. Secondly, elaborate the situation about the talent flow of
Qujing health system based on the materials, and give the analysis that the main problems
caused by poor talent flow mechanism is the loss of talent. Finally, from the aspect of
improving the allocation of talent system and establishing a mechanism for the government
to guide the flow, the flow of innovative talents flexible mechanisms, innovative talent
evaluation mechanism, the establishment of early warning mechanisms of brain drain, the
study proposes to promote the health system in Qujing, the rational flow of talent strategies.
