國立台灣海洋大學河海工程學系九十三學年度碩士專班研究成果發表會 自來水供水系統減少漏水損失策略評估之研究 —以基隆地區為例 張武城 黃文吉 台灣省自來水公司台北辦事處主任 國立台灣海洋大學河海工程學系副教授 摘要 水為人類最重要的民生用品之一,與人們的生活息息相關,自來水的供水問題也常受國人矚 目。近年來因自來水供水系統,常因管線老舊破裂及其他種種因素,造成漏水損失,不只浪費水資 源,且影響供水品質。 本研究擬蒐集基隆地區配水系統漏水率、水壓、水量及破管修漏等資料,參考國內、外文獻, 並依據自來水管線中「破管原因」、「地區環境」、「漏水頻率」、「管線種類」等,分析基隆地區漏水 原因。並應用專家的「群體決策」,定量多準則評估方法,以數量化的技巧,利用簡單加權法,計 算專家群體所作的問卷結果評估,求取評估準則的權重及綜合績效值。在有限經費來源之下,擬訂 短、中、長具體行動方案,以期改善基隆地區配水系統管網漏水率,達到「節流」及「經濟效益」 的目的。 A Study of Strategic Evaluation to Decreasing the Loss of Leakage in Water Supply System–Keelong Region for Example Wu-cheng Chang Wen-Chih Huang Director. ABSTRACT Water is the most important supplement of human beings, and is closely connected with peoples life. The problems of water supply have been attracted attention by compatriots. The leakage of water supply system due to the crack of long-used pipes and other reasons, not only cause the lose of leaking water and also affect the qualities of water supply. This research collects the information of percentage of water leakage, the pump of water, the amount of water, etc. and references the studies and reports in domestic and international, base on「the reasons of pipes’ leaking」、「the environment of region」、 「the frequency of water leakage」, and the 「types of pipes」, etc. to analyse the reason of water leakage in Keelong. The study also uses the method of the group decision making and the technique of quantification and the simple additive weighting to develop multi-criterion way of evaluation, and by applyingthe questionnaires by experts and attaining the evaluation methods of weighting method and the value of integrated benefit to calculate the evaluation.
