中文摘要
近年来,随着人口老龄化程度的加深、居民的健康消费升级等,医药行业市
场规模不断扩大,中国的医药市场已成为全球除美国外的第二大医药市场。在医
药产业迅速发展的大背景下,国家加强了对中医药行业的监管力度,对医药生产
企业产生了一定的影响,中成药生产企业销售收入和利润总额近几年有所下降,
中医药企业面临巨大的压力。企业中层管理人员链接企业决策层和操作层。对中
层管理人员进行实用、适用、有用的考核评价,能够激发企业活力,助力企业保
持竞争力与可持续发展能力。
陇神戎发作为一家省属国有中成药研发、制造加工、销售企业,近年来凭借
政策优势及产品优势,从迅速发展期进入到稳定发展期,到现在面临行业竞争压
力、全面深化医改的考验,企业人力资源也受到了非常大的挑战。本文以陇神戎
发中层管理人员绩效考核方案为研究对象,采用深度访谈法与问卷调查法对陇神
戎发部分员工进行了深入调查研究,着力陇神戎发公司人力资源现状、中层管理
人员绩效考核方案现状等进行分析,发现现有绩效考核方案存在的问题,探究背
后原因。通过科学运用绩效考核相关的理论在第五章提出了绩效考核培训与宣贯、
绩效考核指标优化、绩效考核者优化、绩效考核流程优化与绩效考核应用优化,
并设计了制度、组织、文化三个维度的保障措施,构成针对于中层管理人员的完
善的绩效考核优化方案。
本论文的研究中,对绩效、绩效考核的定义进行了研究,对当前管理学中有
关绩效考核最新的研究成果做了梳理。对于涉及到的相关理论、方法做了深入研
究与介绍,加强了理论指导实践,对同类型研究有参考意义。在现实层面,本文
是企业内第一次系统性的针对中层管理人员这个群体数据做全面分析研究,能够
助力企业管理效能提升,增强企业内循环。本研究成果也会对同类型企业战略地
图、人力资源管理、绩效考核等实践有借鉴意义。

LONGSHEN RONGFA’S MIDDLE-LEVEL MANAGERS
Abstract
In recent years, with the deepening of the aging of the population and the
upgrading of residents' health consumption, the market size of the pharmaceutical
industry keeps expanding. China's pharmaceutical market has become the second
largest in the world after the United States. In the context of the rapid development of
the pharmaceutical industry, the state has strengthened the supervision of the TCM
industry. The sales revenue and total profits of Chinese patent medicine manufacturers
have declined in recent years, and TCM enterprises are facing great pressure. The
middle-level managers of Enterprise is the link between decision-making layer and
operation layer.Practical, applicable anduseful assessmentof themiddle-level
managers can stimulate the vitality of enterprises and help enterprises to maintain
competitiveness and sustainable development.
Longshen Rongfa,as a provincial state-owned enterprise, is committed to the
research and development, manufacturing, processing and sales of Chinese patent
medicines. In recent years, relying on its policy advantages and product advantages, it
has entered a period of rapid development to a period of stable development, and is
now facing the pressure of industry competition and the test of comprehensively
deepening the medical reform. Corporate human resources have also been challenged
very much. This article takes Longshen Rongfa’s performance appraisal program for
middle-level managersas theresearch object, anduses in-depthinterview and
questionnaire survey methods to conduct in-depth investigations and studies on some
Longshen Rongfa’s employees, focusing on the current status of human resources and
middle-levelmanagersofLongshenRongfa.Analyzethestatusquoofthe
performance appraisal program, find out the problems in the existing performance
appraisalprogram, andexplorethereasons behindit.Throughthescientific
application of performance appraisal-related theories, the fifth chapter puts forward
theperformance appraisaltrainingandpublicity,performance appraisalindex
optimization, performanceappraiser optimization,performance appraisalprocess
optimization and performance appraisal application optimization, and designs the

safeguard measures in three dimensions of system, organization and culture to form a
perfect performance appraisal optimization plan for middle-level managers.
In the research of this thesis, the definition of performance and performance
appraisal was studied, and the latest research results of performance appraisal in
current management science were sorted out. In-depth research and introduction of
related theories and methods have been done to strengthen the theoretical guidance
and practice, which has reference significance for the same type of research. At the
practical level, this article is the first systematic and comprehensive analysis and
research for middle-level managers in the enterprise, which will help enrich enterprise
human resource data, help improve enterprise management efficiency, and enhance
enterprise internal circulation. The results of this research will also be of reference
significance to the practice of similarenterprises' strategy map, human resource
management, performance appraisal and so on.
