摘 要
Y 银行是深耕三农市场、助力乡村振兴、服务县域经济社会高质量发展的重要金融
支撑。近年来,在新一轮科技革命与产业变革加速推进、经济下行压力增大和疫情冲击
反复的发展形势下,银行业发展增速放缓,市场竞争越来越激烈,Y银行的人才瓶颈制
约问题也日益突显,这使得Y 银行在改革发展中面临着前所未有的压力。但危机中也孕
育着转机,随着互联网的发展以及乡村振兴政策的实施,以“服务三农,深耕零售”为经
营特色的 Y 银行将迎来新的发展机遇。在危机中把握机遇,首要关键在于为 Y 银行培
养一支具备高质量胜任力的县支行行长管理队伍,从而为顺利实现 Y 银行的经营转型及
可持续发展奠定扎实基础。
但是目前 Y 银行县支行行长队伍的整体素质并不理想,最大矛盾主要体现在县支行
行长的能力素质、工作态度等和当前银行转型经营发展的不匹配。基于此,本文通过引
入胜任力理论,构建了胜任力模型作为胜任力评价工具,为最大程度上解决上述矛盾提
供重要的实践支撑。首先,建立在胜任力相关理论的基础上,本文首先通过分析 Y 银行
发展态势和当前任务,得出了契合县支行行长胜任力方面的新要求;其次,本文通过运
用多种调查方法构建了适应当前Y 银行战略发展的胜任力模型作为评价工具;最后,本
文进一步探讨了胜任力评价的应用研究,其应用主要体现在县支行行长选拔、培训开发、
绩效考核工作等方面。以上研究都为进一步完善当前支行行长的队伍建设提供了重要参
考,同时对提升支行行长管理队伍的胜任力有较高的实际价值。

I Abstract
Abstract
Y Bank is an important financial support for deepening the agriculture, rural and rural
markets, helping rural revitalization and serving the high-quality development of county
economy and society. In recent years, in a new round of technological revolution and
industrial revolution impact pressure accelerates, the economic downturn and outbreak
repeatedly situation, the development of banking development growth is slowing, more and
more fierce market competition, and talent bottleneck restriction problem of bank Y are
increasingly highlighted, which makes Y Banks facing unprecedented pressure in the reform
and development. However, there is also a turning point in the crisis. With the development of
the Internet and the implementation of the rural revitalization policy, Y Bank will usher in
new development opportunities with the operation characteristics of "serving agriculture, rural
areas and farmers, and deepening retail". To seize the opportunity in the crisis, the primary
key is to cultivate a management team with high quality and competence for BANK Y, so as
to lay a solid foundation for the smooth realization of operation transformation and
sustainable development of Bank Y.
However, the overall quality of Y Bank;s sub-branch manager team is not ideal at present.
The biggest contradiction is mainly reflected in the ability, quality and work attitude of the
current branch president and the inadaptability of the current bank;s transformation and
operation development. Based on this, this thesis builds a competency model by adopting the
theory of competency in order to provide important practical support for solving the above
contradictions to the greatest extent. Firstly, on the basis of competency related theories, this
thesis focuses on the opportunities and threats faced by Y Bank. Secondly, by analyzing the
development situation and current tasks of Y Bank, this thesis comes up with new
requirements for the competency of the branch president. Thirdly, this thesis constructs a
competency model that ADAPTS to the current strategic development of Y Bank by using a
variety of investigation methods. Finally, this thesis further discusses the application of
competency model, which is mainly reflected in the selection of branch president, training and
development, performance appraisal and the construction of reserve talent team of branch
president. The above research provides important reference for further improving the current
team construction of branch presidents and has higher practical value for improving the
competency of branch presidents; management team.
