摘 要
营商环境是指市场主体在准入、生产经营、退出等过程中涉及的政务环境、市场环境、
法治环境、人文环境等有关外部因素和条件的总和。2010年，中国GDP 总量首次超越日
本，成为仅次于美国的世界第二大经济体，然而不可否认的是，中国的营商环境建设和世
界第二大经济体的地位不相称。2019 年 10 月 24 日，世界银行发布《2020 年营商环境报
告》，中国的全球营商便利度排名仅为第 31 位。汕头市N 区是汕头市中心城区之一，在
面临新机遇的同时，N 区也亟需优化营商环境，以满足经济发展的需求。
本文结合目前已有的理论研究和汕头市N 区营商环境的特点，通过与相关专家进行深
入探讨，构建了以开办企业等 9 个维度为一级指标，以企业开办程序等27 个指标为二级
指标的汕头市 N 区营商环境评价指标体系。与此同时，本文运用层次分析法，通过邀请 8
位营商环境相关的专家进行打分，计算出各指标的权重，最终确立了汕头市 N 区营商环境
评价指标体系。再选择汕头市 N 区营商环境进行实证分析，运用模糊综合评价法分析357
位被调查者调查问卷的指标得分情况，发现窗口测评总体呈现一个一般满意的状态，但各
级指标的得分存在差异化，其中，被调查者对开办企业这一维度的表现相当满意，但工程
建设项目审批、获得信贷、产权登记、缴纳税费和交通服务五个维度则得分较低。接着，
通过对企业人员和政府、银行的工作人员进行访谈，结合汕头市N 区的实际情况，进一步
分析汕头市N 区营商环境问题的成因并提出相应的改进意见。

Abstract
Business environment refers to the sum total of external factors and conditions such as
government environment, market environment, legal environment, humanistic environment, etc.
involved in the process of market subject;s access, production, operation and exit. In 2010, China;s
GDP surpassed Japan for the first time and became the second largest economy in the world,
second only to the United States. However, it is undeniable that China;s business environment
construction is not commensurate with the status of the world;s second largest economy. On
October 24, 2019, the World Bank released the "2020 business environment report", and China;s
global business convenience ranked only 31st. District N of Shantou is one of the central districts
of Shantou,facing new opportunities,District N also needs to optimize its business environment to
meet the needs of economic development.
Based on the existing theoretical research and the characteristics of the business environment in
District N of Shantou, this paper, through in-depth discussion with relevant experts, constructs an
evaluation index system of the business environment in District N of Shantou, which takes 9
dimensions, such as starting enterprises, as the first-level index and 27 indicators, such as starting
procedures, as the second-level index. At the same time, this paper uses analytic hierarchy process,
by inviting 8 experts related to business environment to score, calculates the weight of each index,
and finally establishes the evaluation index system of business environment in N District of
Shantou. Then the business environment of N district in Shantou city was selected for empirical
analysis. Fuzzy comprehensive evaluation method was used to analyze the index scores of 357
respondents. It was found that the window evaluation showed a generally satisfactory state, but
there were differences in the scores of various indexes. Among them, the respondents are quite
satisfied with the performance of the dimension of starting a business, but the scores of the five
dimensions of project approval, obtaining credit, property registration, paying taxes and fees and
transportation services are low. Then, through interviews with enterprise personnel and
government and bank staff, combined with the actual situation of District N of Shantou, this paper
further analyzes the causes of business environment problems in District N of Shantou and puts
forward corresponding improvement suggestions.
