摘 要
地方政府投融资平台作为我国特殊体制在特殊发展时期的产物,对于弥补财政资
金缺口、拓宽基础设施建设资金来源、推动经济发展和城镇化建设具有重要意义。但
是,由于缺乏完备的体制支撑和法律规范,地方政府投融资平台的快速发展,也带来
了债务风险高企的隐患。近年来,政府出台一系列政策,均释放了全面遏制地方融资
平台公司新增隐性债务、打破地方融资平台公司债务“政府兜底”的信号,地方融资
平台公司陷入发展困境,不堪重负。
本文运用案例分析法,选取南昌经开区平台公司作为研究对象,深刻剖析平台公
司发展现状及存在的问题,通过获取内部资料可知,该公司作为经开区唯一投融资平
台公司,主业多为不具盈利能力的市政管养业务、产业投资、工业厂房建设等,同时
又面临政企职能不分、传统融资难以为继、存量债务消化难度大、人力成本居高不下
等现实问题,这种情况下,平台公司急需改变现状,进行战略转型,寻求新的发展。
本文采用SWOT 矩阵分析和QSPM 矩阵分析,在分析南昌经开区平台公司外部环境和
内部条件的基础上,初步计算得出适合南昌经开区平台公司的战略转型方向,同时通
过实地调研长沙经开集团、苏州中新集团及上饶城投等,进一步总结借鉴开发区平台
公司转型发展经验,综合理论结论及实践经验,总结出南昌经开区平台公司战略转型
发展之路,即紧紧抓住江西省发改委在经开区推行“管委会+平台公司”运行模式这一
契机,选取多元化发展战略,从管控模式、经营业务、内部管理三个方面进行转型发
展,并针对战略转型方案的实施提出了强化政策支持、提升资本运营能力、创新管理
体制机制、优化人资管理体系、发挥党建引领作用、提升品牌效应等实现路径。
经过查阅资料发现,目前国内学者倾向于研究省市级平台公司发展战略,对开发
区平台公司的研究相对较少,且研究方向大多是如何通过自身管理优化带领平台公司
走向市场化,而本次研究,我们更加综合考虑平台公司如何利用好“管委会+平台公
司”运行模式这一契机进行转型发展,本文的研究内容对于在当下平台公司遭遇融资
瓶颈新常态下,平台公司如何适应新形势进行转型发展有着重要的借鉴意义。

IAbstract
Abstract
As the product of China;s special system in the special development period, local
government investment and financing platform is of great significance to make up for the gap
of financial funds, broaden the source of infrastructure construction funds, and promote
economic development and urbanization. However, due to the lack of complete institutional
support and legal norms, the rapid development of local government investment and financing
platform also brings the hidden danger of high debt risk. In recent years, the government has
issued a series of policies, which have released the signal of comprehensively curbing the new
implicit debt of local financing platform companies and breaking the "government;s bottom"
of the debt of local financing platform companies. Local financing platform companies are in
development difficulties and overwhelmed.
Using the case analysis method, this thesis selects Nanchang Economic Development
Zone platform company as the research object to deeply analyze the development status and
existing problems of the platform company. Through obtaining internal data, it can be seen
that the company, as the only investment and financing platform company in the economic
development zone, is mainly engaged in municipal management and maintenance business,
industrial investment, industrial plant construction, etc., which are not profitable. At the same
time, the functions of government and enterprises are not divided, and the traditional
financing is unsustainable, In this case, the platform company urgently needs to change the
current situation, carry out strategic transformation and seek new development. Based on
SWOT matrix analysis and QSPM matrix analysis, this thesis preliminarily calculates the
strategic transformation direction suitable for the platform company of Nanchang Economic
Development Zone on the basis of analyzing the external environment and internal conditions
of the platform company of Nanchang Economic Development Zone. At the same time,
through field investigation, Changsha Economic Development Group, Suzhou Zhongxin
group and Shangrao urban investment, this thesis further summarizes and draws lessons from
the transformation and development experience of the platform company of the development
zone and integrates theoretical conclusions and practical experience, Summarize the strategic
transformation and development path of platform company in Nanchang Economic
Development Zone, that is, seize the opportunity of Jiangxi Provincial Development and
Reform Commission implementing the operation mode of "management committee +
platform company" in the economic development zone, select the diversified development
strategy, carry out transformation and development from three aspects of control mode,
business and internal management, and put forward strengthening policy support, improving
capital operation ability, innovating management system and mechanism for the
implementation of the strategic transformation plan Optimize the human resources

After consulting the data, it is found that domestic scholars tend to study the
development strategy of provincial and municipal platform companies, and there is relatively
little research on the platform companies in the Development Zone, and most of the research
direction is how to lead the platform companies to marketization through their own
management optimization. In this thesis, we consider more comprehensively how to make
good use of the opportunity of "management committee + platform company" operation mode
for transformation and development, The research content of this thesis has important
reference significance for platform companies to adapt to the new situation and carry out
transformation and development under the new normal of financing bottlenecks encountered
by platform companies.
