摘 要
随着金融创新及监管政策的不断深入,大数据、云计算、物联网、区块链等新技术
的应用与推广给传统金融业带来巨大的冲击,加速传统银行业与金融科技之间融合,同
时,也逐渐提升银行运营业务操作风险的管理边界与管理难度。因此,论文以提升D 银
行运营业务操作风险管理能力为研究目标,有助于 D 银行运营风险管理向数字化、智慧
化方向迈进,提升运营风险管理效率,具有重要的实践意义。
论文研究对象为城市性商业银行的 D 银行,它的资产规模 4200 亿,下辖网点182
家,员工近6000 人,运营业务发展支撑前后台业务稳健运行。论文首先在综述国内外
研究现状基础上,界定运营业务操作风险的概念、分类、概述运营业务操作风险管理理
论及工作指引。其次,结合 D 银行运营业务操作风险管理现状,分析D 银行运营业务
操作风险管理问题主要体现在:柜面业务内部流程因素风险占比过高,风险管理缺乏联
动合作,操作制度规范指导作用不到位,事后监控抽取关联数据困难等;深入剖析原因
主要在于:柜面业务上传附件标准过于宽泛,风险点部门沟通与协调不顺畅,制度建设
与实际业务对接不够,以及“T+1”事后风险管理模式与数据存储不足。再次,从业务
流程管理优化、条线管理沟通与协调机制构建、操作制度规范的场景化建设,以及事后
风险监督预警与监控辅导效率提升等方面,提出完善D 银行运营业务操作风险管理策
略,并提出培育全面风险管理文化和重视风险数据化管理与应用等实施保障措施。最后,
提出论文的研究结论。
论文通过对D 银行运营业务操作风险问题及原因的分析,认为应该重点梳理账户类
业务流程,细化上传附件种类与要求,构建总分支运营条线之间、部室之间的沟通与协
调路径,落实前中后端争议的跟踪与处理机制,实施操作制度规范、业务学习体验及培
训功能的场景化设计建设,实行“T+0”实时监督预警和在线监控辅导,从而提升D 银
行操作风险管理效率。

Study on the Strategy of Operational Risk Management
of the D Bank Operation Business
Abstract
With the deepening of financial innovation and regulatory policies, the application and
promotion of new technologies such as big data, cloud computing, Internet of Things,
blockchain, etc. have brought great impact to the traditional financial industry, accelerated the
integration between traditional banking industry and financial technology, and at the same
time, gradually improved the management boundary and management difficulty of
operational risks in banking operations. Therefore, this thesis aims at improving the
operational risk management ability of D Bank;s operation business, which is helpful for D
Bank;s operational risk management to be digital and intelligent, and it has important practical
significance.
The research object of this thesis is D Bank of city commercial banks, which has assets of
420 billion yuan, 182 outlets under its jurisdiction and nearly 6,000 employees. The
development of operation business supports the steady operation of front-office business.
Firstly, on the basis of summarizing the research status at home and abroad, this thesis defines
the concept and classification of operational risk, and summarizes the operational risk
management theory and work guidelines. Secondly, combined with the present situation of
operational risk management in D Bank;s operation business, the problems of operational risk
management in D Bank;s operation business are mainly reflected in: the risk proportion of
internal process factors in counter business is too high, the risk management lacks linkage and
cooperation, the guiding role of operating system norms is not in place, and it is difficult to
monitor and extract related data afterwards, etc. The main reasons for in-depth analysis are: the
standard for uploading attachments of counter business is too broad, the communication and
coordination between risk departments are not smooth, the system construction is not
connected with the actual business, and the "T+1" risk management mode and data storage are
insufficient. Thirdly, from the aspects of business process management optimization, line
management communication and coordination mechanism construction, scene construction of
operating system specification, and efficiency improvement of post-event risk supervision and
early warning, monitoring and counseling, etc., this thesis puts forward the operational risk
management strategy of Bank D, and puts forward implementation safeguard measures such as
cultivating comprehensive risk management culture and paying attention to risk data
management and application. Finally, the research conclusion of the thesis is put forward.

Based on the analysis of operational risk problems and causes of D Bank;s operation
business, the thesis thinks that we should focus on sorting out account business processes,
refining the types and requirements of uploading attachments, building communication and
coordination paths between branches and branches, and between departments and offices,
implementing the tracking and handling mechanism of front, middle and back-end disputes,
implementing the scene design and construction of operating system norms, business learning
experience and training functions, and implementing "T+0" real-time supervision and early
warning and online monitoring and guidance, so as to improve the operational risk management
efficiency of D Bank.
