摘要
近些年,随着我国大规模城镇化进程,城市的房地产价格持续上涨,社会住房矛盾
日益突出,住房租赁作为破局房地产市场结构的有效手段,迎来了历史性发展机遇。然
而,我国住房租赁产业起步较晚,还处在“投入大、产出慢”的初级阶段,河北省内也
面临配套政策缺失、百姓轻租重售习惯等问题,导致专业化、机构化的住房租赁企业普
遍经营难以为继,频繁“暴雷”。在此背景下,为提升住房租赁企业的竞争力,促进住
房租赁产业健康可持续发展,亟需对其进行战略研究,实施战略规划。
XN建信住房公司是 J银行集团的全资子公司,专门从事长租公寓、住房租赁等工
作,本文以其为研究对象,进行了战略研究。一是运用文献研究法,研究和梳理了住房
租赁和战略管理方面的相关文献,为论文写作提供理论支撑;二是运用案例研究法,依
托 PEST分析、五力模型、SWOT分析等工具,详细分析了其所处的战略环境;三是运
用实地调查法和定量分析法,通过 IFE、EFE模型评价了公司现阶段内外部环境适应情
况,通过 QSPM矩阵进行了战略选择,设计了各层次的战略实施方案;四是根据战略实
施方案,提出了对应保障措施。经分析,本文得出结论:一是 XN建信住房公司发展住
房租赁业务优势明显,优势和机遇资源对其发展更为有利,挑战和威胁相对可控。二是
SO发展型战略为企业最佳发展战略,在此框架下公司总体战略应选择一元化战略,基
本竞争战略应选择差异化战略,职能战略应对生产运营、营销、财务、人力资源进行优
化和改进。三是保障措施应围绕内部管理、沟通机制、财务运营、人力资源和文化建设
五部分建立。在研究分析的过程中,为进一步提高可靠性,本文运用层次分析法确定了
关键因素权重,运用 QSPM定量战略计划矩阵进行了战略选择。通过对 XN建信住房公
司发展战略研究,帮助其指明了发展路径和方向,对行业内拥有国资、银行背景的住房
租赁企业具有现实指导意义。同时,也对我国住房租赁市场可持续发展,发挥保障民生
作用提供了参考借鉴价值。

Abstract
In recent years, with the process of large-scale urbanization, China's real estate prices
have continued to rise and remain at a high level, and urban housing conflicts have become
increasingly prominent. As an effective means to break the structure of the real estate market,
housing rental has ushered in a development opportunity. However, China's housing rental
industry starts late and is still in the primary stage with large investment and low profit, In
Hebei Province, there are also some problems of housing rental industry such as imperfect
policies and low housing rental ratio which lead the enterprises into an difficult operating
situation and collapsing in stock market. In this context, in order to enhance the
competitiveness of specialized and institutionalized housing rental enterprises and promote
the healthy and sustainable development of the housing rental industry, it is necessary to
implement development strategy plan.
XN CCB Housing Company is a wholly-owned subsidiary of J Bank Group, specializing
in long-term rental and housing leasing apartments. This thesis takes it as the research object
and conducts strategic research. Firstly, in order to provide theoretical support for thesis
writing, the literature research method is used to study and sort out the relevant literature on
housing leasing and strategic management. Secondly, using the case study method, relying on
PEST analysis, five forces model, SWOT analysis and other tools, a detailed analysis of its
strategic environment is presented; Thirdly, the field investigation method and analytic
hierarchy process are used to construct IFE and EFE models to evaluate the current situation
of internal and external environment adaptation. Relying on the SWOT matrix and QSPM
matrix, the strategy formulation and selection analysis are carried out, and the strategy
implementation plans at all levels are designed. Fourthly, the corresponding strategic
safeguard measures are put forward according to the strategic selection scheme. After analysis,
this thesis comes to the following conclusions: Firstly, XN CCB Housing Company has
obvious advantages in developing housing leasing business with strengths and opportunities
are more favorable, and challenges and threats are relatively controllable. Secondly, SO
